Tripartite memorandum of understanding signed to support Vietnamese businesses operating in Bac Ninh province
(BNP) – On September 21st, Provincial People’s Committee (PPC), Ministry of Industry and Trade (MoIT), and Samsung Electronics Vietnam (SEV) jointly signed a memorandum of understanding (MoU) on a programme to support Vietnamese businesses operating in Bac Ninh province.

Vice Chairman of the Provincial People’s Committee said that Bac Ninh has worked with Samsung in recent times to carry out a range of activities to assist other enterprises. However, the cooperation mechanism between the two is not sufficiently strong to gain effective support, while many domestic businesses are also not strong enough to participate in supply chains, and connectivity between them and Samsung remains weak. The signing ceremony of MoU is a new start, marking a significant milestone in an effort to support domestic businesses in various forms for their deep participation in Samsung’s global value chain.
Speaking at the ceremony, Deputy Prime Minister Trinh Dinh Dung asked the MoIT, ministries and central branches to make, complete and effectively implement specific mechanisms and policies to develop supporting industry as well as manufacturing and processing industries; promote domestic and foreign markets; create opportunities to form and develop domestic value chains through attracting investment and promoting business connection between Vietnamese enterprises and multinational enterprises…
He suggested that Bac Ninh build a technical center to support local industrial development; promote administrative reform; proactively allocate a land fund to attract businesses in the industrial sector in general and supporting industry in particular and pay attention to the lives of people and workers.
He also urged SEV to closely work with the Ministry of Industry and Trade and localities to clearly define the direction and roadmap for the participation of Vietnamese enterprises in Samsung’s value chain. The domestic enterprises, on the other hand, promote innovation, creativeness and competitiveness in both the regional and international markets to become suppliers at levels 1 and 2 for large corporations in the world.
At the ceremony, representatives for the Provincial People's Committee, the Ministry of Industry and Trade, and Samsung Vietnam signed a Memorandum of Understanding for the tripartite cooperation. Representatives for Vietnam Industry Agency, Department of Industry and Trade of Bac Ninh province, Samsung Electronics Vietnam and businesses signed an agreement on providing technical assistance for potential suppliers in Bac Ninh province.
According to the signed memorandum, Samsung will help Vietnamese enterprises in Bac Ninh improve their competitiveness through bettering production and managing quality. Vietnamese enterprises operating in Bac Ninh province are given priority to supply products and services, in the fields that the province has strength such as food, agricultural products, medical services, supporting industrial products, and transport, if they meet Samsung’s requirements on suppliers. If ensuring Samsung’s standards, Vietnamese suppliers will have chances to provide high-value spare parts with big volumes.
