Accordingly, the scope and boundary of planning in communes and towns of Tuong Giang, Tam Son (Tu Son town); Lim, Noi Due, Phu Lam (Tien Du district) with the planning area of about 1,400 ha.

The planning aims at establishing a cultural, eco-tourism, entertainment area for local inhabitants. It is a multi-functional and smart urban area with a provincial scale, meeting the requirements of socio-economic development and cultural identity of the province with utility services, friendliness with nature, and synchronousness in technical and social infrastructure.

Regarding its functions, the urban area is combined with various building categories such as big square, public construction, shopping center, park, playground and golf academy, research, education, training and health facilities, housing, high-grade tourism services, agricultural area and hi-tech agricultural research and so on.
