Socio-economic situation of Bac Ninh province in 2023

2023 had important political significance and it was a pivotal year for implementing the Resolution of the 20th Provincial Party Congress and the Resolution of the Provincial People's Council on the 5-year socio-economic development plan of 2021 - 2025. In addition to the basic advantages, Bac Ninh encountered many difficulties and challenges since the situation of the outside world and in the country continued to have unpredictable developments, directly affecting the speed of recovery, socio-economic development and people's lives.
Despite many difficulties, Bac Ninh still achieved many following positive results:
Gross regional domestic product (GRDP) in 2023 was estimated at VND 126,484 billion (at the 2010 SS price), down 9.28% compared to 2022; the average income per capita was VND 63.5 million , down 3.3%. The economic structure included industry - construction sector accounting for 72.18%; services accounting for 20.68%; agriculture, forestry and fisheries accounting for 2.88%; and taxes less subsidies on products were 4.26%.
In terms of state budget revenue, it was estimated at VND 29,345 billion, reaching 92.8% of the estimate, down 5.3% compared to 2022; among which domestic revenue was VND 22,447 billion, reaching 94.2% of the estimate, down 4.3%. The local budget expenditure was estimated at VND 18,728 billion, reaching 92.2% of the estimate, down 44.6% compared to 2022.
Total import-export turnover was estimated at USD 76 billion, down 9.1% compared to 2022, reaching 82% of the plan; of which export turnover was estimated at USD 41.2 billion, down 8.6%; import turnover was estimated at USD 34.8 billion, down 9.6%.
For education and training, Bac Ninh continued to affirm its top position in the country.
The province actively implemented solutions to the human resource supply chain, promptly provided labor for businesses; and created new jobs for 12,369 laborers, down 11.8% compared to 2022. The vocational training enrollment was about 55,000 people, and the rate of trained workers was 78%, an increase of 1%, reaching the plan.
Regarding social security work, especially taking care of policy beneficiaries during the 2023 Lunar New Year and anniversaries of the year: visiting and giving gifts to 171,000 people, with a cost of nearly VND120 billion; granting regular subsidies to more than 17,000 people with meritorious services, ensuring nursing and health recovery regimes for nearly 8,000 social protection beneficiaries.
In terms of investment promotion and attraction activities: attracting foreign investment of 381 new projects (an increase of 2.5 times) with a total capital of USD 1,104 million (an increase of 2.6 times). Attracting domestic investment of granting 23 new projects (down 54.9% over the same period) with a total registered investment capital of VND 4,871 billion (down 70.6%). 3,461 new enterprises were established (up 28.4%) with a total capital of VND 34,333 billion (up 51.9%).
The Provincial Competitiveness Index (PCI) and Digital Transformation Index (DTI) ranked 7th in the country; Provincial Green Index (PGI) ranked 3rd in the country. Vietnam ICT Index ranked 10 out of 63.
