The organization of the Bac Ninh Provincial Technical Innovation Competition aims to promote the emulation movement of creative labor of the entire population in the fields of science and technology, promote the effective application of technical solutions in production and life, contribute to socio-economic development, industrialization and modernization of the country and the province; timely honor organizations and individuals with innovations in the fields that have been deployed and applied effectively; select excellent technical solutions to participate in national and international awards, competitions and competitions.

According to the plan, the Provincial People's Committee decided to establish and regulate the functions and tasks of the Organizing Committee of the Contest. The Provincial Union of Science and Technology Associations, the Department of Science and Technology, the Provincial Confederation of Labor, and the Bac Ninh Provincial Youth Union are the implementing agencies.

The competition fields are technical creative solutions serving production, life, economy, society, security and national defense are all eligible to participate in the competition. The competition solutions are registered in the following 6 fields: Information technology, electronics, telecommunications; Mechanics, automation, construction, transportation; Materials, chemicals, energy; Agriculture, forestry and fisheries; Resources and environment; Medicine, health care and protection; Education and training.

Contestants are domestic and foreign organizations and individuals working and living in Bac Ninh province regardless of age, composition, ethnicity, occupation, and having technical solutions that are the result of creative activities, initiatives, improvements, and applications of science and technology in socio-economic activities created and applied in Bac Ninh province within the time period specified by the contest. They have not participated in the contest or have participated in the contest but have not won any awards, contests, or competitions. If there are improvements, they have the right to participate in the contest.

The contest is held every two years; the implementation time of each content is guaranteed according to the plan, instructions, and contest rules of the Vietnam Union of Science and Technology Associations. The contest solutions are evaluated in 2 steps, from preliminary round to final round; the specific time for each step is determined by the Contest Organizing Committee.

The competing solutions are evaluated on their novelty and creativity compared to existing solutions in the province; evaluated on their ability to be widely applied in the province's conditions; evaluated on their economic - technical - social efficiency, etc.
