Approval of project to locally adjust detailed planning at scale of 1/500 of VSIP Bac Ninh Urban and Service Area

(BNP) - On June 13, 2025, the People's Committee of Bac Ninh province issued Decision No. 486/QD-UBND on approving the project to locally adjust the detailed planning at a scale of 1/500 of VSIP Bac Ninh Urban and Service Area.

Accordingly, the project for local adjustment of the VSIP Bac Ninh Urban and Service Area Planning is approved with the following main contents:

1. 1. Reason and necessity

The VSIP Bac Ninh Urban and Service Area Planning Project was approved by the Provincial People's Committee for adjustment in Decision No. 766/QD-UBND dated May 24, 2018. After more than 7 years of implementation under the adjusted project, up to now, the project has essentially finished the investment in technical infrastructure construction, as well as the construction of low-rise housing projects. However, during the implementation of the investment project, the project has encountered some problems and difficulties in implementing the investment project and attracting investment. Therefore, the population distribution must be adjusted to reflect the market's new development trends and investment requirements. Some plots of land have different planning areas than the cadastral survey map, thus the area must be adjusted to unify the data when completing land operations.

According to the provisions of Clause 1, Article 46 of the Law on Urban Planning, the VSIP Bac Ninh Urban and Service Area Master Plan Project has reached the period of reviewing and evaluating the implementation process to promptly adjust it in accordance with the socio-economic development situation.

For the above reasons, local adjustment of the VSIP Bac Ninh Urban and Service Area Planning is appropriate.

2. Principle

- The content of the locally adjusted Project for the VSIP Bac Ninh Urban and Service Area Planning does not change the nature, boundaries, scale, and functions of the approved Project, which are consistent with the urban area's general development orientation; this ensures synchronization, continuity, and full inheritance of the nature, functions, main orientations, and appropriate connections with the area's overall space and common infrastructure system.

- The project of local adjustment of the VSIP Bac Ninh Urban and Service Area Planning clearly defines the scope, level and content of adjustment; ensuring compliance with the Bac Ninh urban planning, VSIP Bac Ninh Industrial, Urban and Service Area Planning, as well as current regulations, standards and laws.

3. Main content

- Adjust the function of a part of the apartment development floor area of mixed-use plots with symbols HH-A4, HH-A5, HH-A6, and HH-A10 to the function of commercial service development, accordingly the population size is adjusted down to about 20 people per plot, and the reduced population index in the above plots is transferred to the mixed-use plot with symbol HH-A13. After adjustment, the indicators on floor area, height and construction density must comply with QCVN 01:2021/BXD and remain the same according to Decision No. 766/QD-UBND dated May 24, 2018 issued by the People's Committee of Bac Ninh province.

- Adjust the mixed-use commercial service and apartment function of the mixed-use land lot HH-A9 to the commercial service function with the goal of building a 3-storey parking lot to supplement the parking lot for the urban area. The entire population index of the land lot will be adjusted to the aforementioned land lot HH-A13. The land area and density indexes are guaranteed by QCVN 01:2021/BXD and will remain unchanged by Decision No. 766/QD-UBND issued by the People's Committee of Bac Ninh province on May 24, 2018.

- Adjust the function of a part of the commercial service development floor area of the mixed-use land lot HH-A13 to the apartment development function, the population size in the mixed-use land lot HH-A13 after adjustment will be about 2,151 people. The indicators for height and construction density are ensured according to QCVN 01:2021/BXD and remain the same according to Decision No. 766/QD-UBND dated May 24, 2018 issued by the People's Committee of Bac Ninh province.

- Adjust the area of mixed plots HH-A8, HH-A12, HH-A13, HH-A14, YT-A to ensure consistency with the cadastral survey map.

4. Technical infrastructure system planning:

Remain in accordance with Decision No. 766/QD - UBND dated May 24, 2018 of the Provincial People's Committee on approving the Project to adjust the detailed planning of VSIP Bac Ninh Urban and Service Area.

5. Investment project items and resources:

- Other works and technical infrastructure are constructed synchronously in accordance with the adjusted urban planning and design project approved under Decision No. 766/QD-UBND dated May 24, 2018 of the Provincial People's Committee.

- Investment resources: VSIP Bac Ninh Company Limited and other legal capital sources.

6. Urban design and management regulations:         

- Urban design: A component of planning that is carried out in accordance with the provisions of the Ministry of Construction's Circular No. 06/2019/TT-BXD dated May 13, 2013, which governs the content of urban design.

- Management regulations based on local adjustment plans for construction planning: Appraised and issued an approval decision, which serves as the legal basis for construction management.
