(BNP) - The Provincial People's Committee has just signed Decision No. 68/2025/QD-UBND promulgating the Regulation on management of foreign information activities in the province. The Decision takes effect from December 1, 2025, replacing Decision No. 30/2018/QD-UBND dated December 5, 2018.

According to the Regulations, foreign information work is deployed proactively, comprehensively, regularly, with focus and key points, to serve the socio-economic, cultural, national defense, security and foreign affairs development of the province; at the same time, closely combining foreign information and domestic information, between the diplomatic activities of the State, the Party and people's diplomacy, contributing to expanding international cooperation and enhancing the position of Bac Ninh province.
The Regulation consists of 3 chapters and 18 articles, clearly defining the scope, principles, content of state management and responsibilities of agencies, units and localities in organizing foreign information activities.
Specifically, foreign information of Bac Ninh province is official information about the situation, potential, strengths, development policies, image of people and culture of Bac Ninh to domestic and international friends; at the same time, receiving world information into the locality.
External information activities are carried out through various forms, such as: conferences, seminars, forums, press conferences, press releases; posting information in Vietnamese and foreign languages on the Portal/Website of the Provincial People's Committee and its affiliated units; publishing publications, press products, media, television and cultural diplomacy activities, investment and tourism promotion.
The province will build a unified foreign information database to serve the work of looking up, promoting and providing official information to domestic and foreign media agencies.
Support and cooperation activities with foreign reporters and press agencies are carried out in accordance with regulations of the Government and the Ministry of Information and Communications, ensuring information security and safety and protecting State secrets.
The regulations clearly state the responsibilities of agencies and units: The Department of Culture, Sports and Tourism is the standing agency, advising the Provincial People's Committee on state management of foreign information; presiding over the development and implementation of plans, professional training, synthesizing reports on implementation results, and coordinating the organization of cultural diplomacy activities, promoting the image of Bac Ninh.
The Provincial People's Committee Office coordinates in guiding foreign reporters and press working in the area, and organizes the compilation and publication of documents introducing the potential and strengths of the province.
The Department of Industry and Trade, the Management Board of Industrial Parks, the Department of Planning and Investment and related units are responsible for promoting and introducing the investment environment, promoting trade, and advising and supporting businesses in foreign affairs activities.
The Provincial Police ensure information security and safety, promptly detect and handle false and distorted information that affects the image of the province.
The People's Committees at the commune level arrange officers in charge of foreign information work, coordinate the implementation of tasks according to the instructions of the Department of Culture, Sports and Tourism.
The issuance of the new Regulation is an important basis to improve the effectiveness of state management, strengthen coordination between levels and sectors, proactively propagate and promote the image, potential and people of Bac Ninh to the world; At the same time, it contributes to orienting information, fighting against false and negative information, protecting national interests and the reputation of the province.
