Creating changes and breakthroughs in digital transformation to better serve people and businesses

(BNP) - On November 6, a delegation of the Provincial Party Standing Committee led by Mr. Nguyen Anh Tuan, Member of the Party Central Party, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies worked with the Party Committee of the Provincial People’s Committee (PPC) on the implementation of digital transformation tasks in the province.

Participants at the working session were Mr. Vuong Quoc Tuan, Alternate Member of the Party Central Party, Deputy Secretary of the Provincial Party Committee, Chairman of the PPC, Secretary of the PPC’s Party Committee; Mrs. Tran Thi Hang, Member of the Provincial Party Standing Committee, Standing Vice Chairwoman of the Provincial People’s Council; Mr. Le Xuan Loi, Vice Chairman of the PPC; Mr. Ngo Tan Phuong, Vice Chairman of the PPC.

In recent years, the implementation of digital transformation in the province has basically met the assigned instructions and requirements and had many clear changes through the deployment of information technology applications towards serving people and businesses in the province.

Up to now, the rate of online records in the province has reached 92.85%, an increase of more than 2.5 times compared to the same period in 2023, especially in districts, towns and cities, it has increased by 4.9 times. The number of online fee/land tax payment transactions in the province via the online payment platform of the National Public Service Portal has increased by 8.3 times. Bac Ninh is one of the first 8 localities in the country to deploy the service of issuing judicial records via the VNeID application to serve people in the province.

The province has activated more than 728,400 electronic identification accounts and issued more than 21,000 public digital certificates to people in the province. It also updated 477,230 employee data (reaching 100%); 105,518 social security data (reaching 100%). Bac Ninh province has built 100% of cadastral databases of communes, wards and towns with nearly 1.4 million land plots. It further digitized 100% of cadre, civil servant and public employee data; 766,700 household registration data in the province (reaching 63.4%), thus contributing to reducing paper documents in handling administrative procedures.

For the utility group and non-cash payment, 100% of agencies, units and localities use electronic receipts in collecting fees/charges in handling administrative procedures serving people and businesses. 16,992 businesses and organizations use electronic invoices (reaching a rate of 100%). Cashless payment solutions are being effectively implemented. The 4.0 market model is deployed such as Nam Son ward (Bac Ninh city); Cho township central market (Yen Phong), Giau market (Tu Son).

From now until the end of 2025, the PPC’s Party Committee will continue to implement and complete 54 specific assignments in the task group to remove “bottlenecks” in administrative procedure reform and solutions to promote the implementation of digital transformation.

The PPC’s Chairman also shared about the breakthrough orientations in the province’s digital transformation in the coming time such as: upgrading free wifi in Bac Ninh city and covering free wifi in Tu Son city in 2025; deploying 5G coverage in the province and striving to build a project to cover wifi in the whole province by 2027; upgrading the software of sending feedback into Smart Bac Ninh software; urgently connecting electronic health record with central hospitals; building a land database in the province; supporting the cost of issuing judicial records to people; Smart Bus management system; smart museum; smart electric bus; etc.

Concluding the meeting, Secretary Nguyen Anh Tuan emphasized that Bac Ninh is one of the few localities to issue a Resolution of the Provincial Party Committee on digital transformation. It is also a locality with many advantages in terms of area and infrastructure to develop digital transformation, thereby, creating a breakthrough advantage to promote the province’s socio-economic development.

Bac Ninh needs to research and advise on superior institutions to attract network operators to invest in 5G, broadband equipment, metadata systems, build an emergency data processing center in the province; attract human resources, arrange enough specialized information technology staff; support policies for the force participating in the Community Digital Technology Team. It integrates software into a centralized mobile application based on the use of AI, virtual assistants to answer people, businesses, and tourists about issues related to administrative procedures and information about Bac Ninh province. The province covers free wifi in Tu Son city in 2025, covers free wifi in the province by 2027, and considers this a project to celebrate the 30th anniversary of the province’s re-establishment.
