Delegation of National Assembly Committee on Science, Technology and Environment surveys in Bac Ninh province
(BNP) - On August 15, a delegation led by Mr. Nguyen Phuong Tuan, Deputy Chairman of the National Assembly Committee on Science, Technology and Environment conducted a field survey in the province to serve the review of the draft Law on Digital Technology Industry.

Joining the delegation were Mrs. Nguyen Thi Kim Anh, Standing Member of the National Assembly Committee on Science, Technology and Environment; Mrs. Tran Thi Van, Deputy Head of the Provincial Delegation of National Assembly Deputies.
Mr. Ngo Tan Phuong, Vice Chairman of the Provincial People's Committee and leaders of relevant departments and sectors received and worked with the delegation.
In recent years, Bac Ninh province has issued and efficiently implemented legal policies on information technology, the information technology industry, and digital technology. For many consecutive years, Bac Ninh has been at the top of the country in terms of the proportion of digital economic added value in GDP, attracting many foreign direct investment sources for core digital economic activities. The added value of the core digital economy accounts for about 87%–96% of the total added value of the local digital economy.
Currently, the province maintains a specialized data transmission network connection from the central government to the province, from the provincial level to the commune level to meet the needs of private usage, security, data protection, and backup. The online videoconferencing system has 165 connection points from the provincial level to 126 communes, wards, and towns, and the camera surveillance system is operational. The province has developed 733 community digital technology teams in all of the province's villages, totaling 3,252 participants and so on.
Bac Ninh province recommended that the delegation soon submit to the National Assembly to promulgate the Law and advise on the development of mechanisms, policies, and guidelines to support training institutions in training programs, attracting high-quality human resources to serve the digital technology industry; provide more specific guidance on the process of building the province's Information Technology Park for early implementation.
At the meeting, Vice Chairman Ngo Tan Phuong and leaders of the departments and branches answered and clarified issues related to the current status of information technology industry development in the province; licensing of information technology business activities; results of implementing the Resolution of the Provincial Party Committee on digital transformation in Bac Ninh province; support for the development of enterprises and startup ecosystems; policies to support training of high-quality human resources, etc.
Speaking at the meeting, Vice Chairman of the National Assembly Committee on Science, Technology, and Environment Nguyen Phuong Tuan congratulated and highly appreciated the province's achievements in developing the digital technology industry. At the same time, he said that the Ministry of Information and Communications is drafting the Law on Digital Technology Industry, which specifically regulates: digital technology industry activities, digital technology products and services; ensuring and promoting the development of the digital technology industry; and the and the rights and responsibilities of organizations and individuals related to the digital technology industry…
