Up to now, the site clearance work for the project passing through Bac Ninh city has basically been completed (the remaining land area in Xuan Vien area, Hoa Long ward); the city's site clearance compensation council has established a working group for propaganda and mobilization. For Yen Phong district, the site clearance of 12.89 hectares of rice land has been completed, reaching 38%; the recovery of land for traffic, irrigation, technical infrastructure, and relocation of graves has not been carried out; and the implementation of the resettlement project is still slow.
Currently, the construction value of PR 285B, PR 295C (including bridge items), and some other works serving the construction has reached 35.59%; PR 277B has reached nearly 12%. The contractor is moving the power lines and transformer stations of 3/13 routes that must be moved to locations with available space. The Urban Development Area Management Board (investor) is requesting an extension for the project of moving power lines and transformer stations serving the construction.
At the conference, delegates discussed plans to support and compensate for the recovered area; settlement of the agricultural land area; organization of dialogues with households whose land was recovered to create consensus, etc.
Vice Chairman Ngo Tan Phuong requested that relevant departments, sectors, and localities speed up the overall progress of the projects. Yen Phong district should make and issue a specific plan for site clearance for the projects and send it to the Provincial People's Committee for monitoring and direction.
The Vice Chairman assigned the Department of Construction to advise the Working Group to help the Provincial People's Committee overcome difficulties in the lack of construction materials and guide contractors on feasible solutions. The Department of Natural Resources and Environment advised, consulted, and reviewed the adjustment of temporary housing rental prices and provided guidance on the arrangement of resettlement areas for Yen Phong district. The Urban Development Area Management Board sent a document to the Department of Natural Resources and Environment to guide the implementation of environmental impact assessments. The Department of Planning and Investment provided sufficient capital to support the disbursement of site clearance work.
Immediately after the conference, the Vice Chairman and leaders of departments, sectors, and localities inspected the actual construction at the PR 277B construction site (Yen Phong).
