Socio-economic situation of Bac Ninh province in 2024

2024 is a year of acceleration and breakthrough, with special significance in the successful implementation of the 5-year socio-economic development plan in 2021-2025. With high determination in leadership and management, based on the Conclusions and Resolutions of the Central Party Committee, the National Assembly, the Government, the Provincial Party Committee, and the Provincial People’s Council, Bac Ninh focused on drastically implementing the proposed working theme for 2024.
The total product in the province (GRDP) in 2024 was estimated at VND 232.8 trillion (at current prices). The GRDP growth rate was 6.03% compared to 2023. The average income per capita was estimated at VND 73 million, an increase of 14.8%. The economic structure has shifted in a positive direction, with the Industry and Construction sector accounting for 70.3%; the Service sector accounting for 22.34%; the Agriculture, Forestry and Fishery sector accounting for 3.02%; Product taxes minus product subsidies of 4.34%.
State budget revenue was estimated at VND 33,169 billion, reaching 106.18% of the estimate, up 13.92% compared to 2023. Of which, domestic revenue was VND 24,369 billion, reaching 101% of the estimate, up 10%; revenue from import and export activities was VND 8,800 billion, reaching 125.71% of the estimate, up 27.46%. Local budget expenditure was estimated at VND 21,046 billion, reaching 99.7% of the estimate, up 38.8% compared to 2023.
Total import-export turnover was estimated at USD 75.9 billion, up 1% compared to 2023, reaching 100% of the plan. Of which, export was estimated at USD 41.5 billion, up 2%, reaching 100% of the plan; import was estimated at USD 34.4 billion, equivalent to the same period in 2023.
For education and training, the quality of comprehensive education was stable at a high level. It ranked 5th nationwide in terms of average score of the 2024 high school graduation exam, with 13 top students in Block C nationwide. The percentage of candidates scoring above 26.5 in Blocks A, D, A1 was the highest nationwide. The 2024 high school graduation exam results reached 99.81%, an increase of 0.15% compared to 2023.
The quality of key education continued to affirm its top position in the country. In the National Excellent Student Competition for the 2023-2024 school year, Bac Ninh province had 79/86 candidates winning prizes with 11 First prizes, 23 Second prizes, 28 Third prizes, 17 Encouragement prizes, reaching a rate of 91.9% (ranked 2nd nationwide); 15 students were called up to take part in the National Olympic Team selection exam. Notably, in the 2024 Regional and International Olympic Competition, Bac Ninh province had 03 students competing, of which, 01 student won the Gold Medal at the International Chemistry Olympiad; 01 student won the Bronze Medal at the International Mathematics Olympiad; 01 student won the Bronze Medal at the European Physics Olympiad.
In terms of labor training and job creation, vocational education development and improving the quality of human resources have been focused on and promoted. The number of workers who have jobs created, maintained and expanded from the national employment fund was nearly 13,000 people. Through the Employment Service Center, 07 online job transaction sessions were organized to connect jobs for 4,665 workers, receive registration needs and introduce jobs to 5,342 workers; the total number of enterprises with recruitment needs was 3,406 enterprises (590 of them were in Bac Ninh) with the need to recruit 39,542 workers. It was estimated that in 2024, 1,300 provincial workers went to work abroad under contracts. The unemployment rate in urban areas was about 2.18%. The rate of trained workers was estimated to reach 79%.
Social security work has been promoted, people’s lives have been ensured. Activities to repay gratitude, mobilize social resources to care for the lives of people with revolutionary contributions have been promoted, the lives of people with revolutionary contributions and their relatives have continued to be improved, the work of caring for and supporting the poor, the elderly and social protection beneficiaries has been implemented promptly and fully. In 2024, Bac Ninh province had no more poor households according to the National multidimensional poverty standards (completed 1 year ahead of schedule). A project was developed and implemented to eliminate temporary and dilapidated houses in the province.
Regarding investment promotion and attraction activities, foreign investment attraction increased by 2.9% in the number of newly licensed projects and 70.7% in registered capital compared to the same period. Domestic investment attraction increased by 2.2 times in the number of newly licensed projects and 3 times in registered capital. Newly established enterprises increased by 10.1% and registered capital increased by 9.8%.
For information and communication activities, it ranked 3rd in the country and first in the Red River Delta region in terms of Provincial Governance and Public Administration Performance Index (PAPI) in 2023. Bac Ninh ranked 6th out of 250 domestic units, ranked 3rd out of 63 Departments of Information and Communications when participating in the ASEAN CERT Incident Drill (ACID) in 2024.
2025 has the theme: “Determined to complete the goals of the Resolution of the 20th Provincial Party Congress; Directing the successful organization of Party Congresses at all levels and the 21st Provincial Party Congress; continuing to perfect the synchronous and modern infrastructure system to meet the criteria of a type I urban area; creating clear changes in environmental protection, breakthroughs in digital transformation, improving the material and spiritual life of the people”.
