Bac Ninh pilots model of one-level Public Administration Center under Provincial People's Committee
(BNP) – The Provincial People's Committee issued Document No. 4195/UBND-NC on organizing the model pilot implementation of the one-level Public Administration Center under the Provincial People's Committee.

Implementing Resolution No. 188/NQ-CP dated October 11, 2024 of the Government, resolutions on contents at the regular Government meeting in September 2024 and the Government's online conference with localities, the Government has resolved that the People's Committee of Bac Ninh province would organize a model pilot implementation of the one-level Public Administrative Center under the Provincial People's Committee.
The Chairman assigned the Provincial Public Administration Center to preside over the development of a Project to pilot the model of the one-level Public Administration Center under the Provincial People's Committee. This is an administrative agency with the function of receiving, handling, controlling, monitoring, and evaluating the implementation of administrative procedures and providing public services in the province according to the one-stop shop and one-stop mechanism according to the guidance of the Government Office. The pilot period is from December 2024 to November 30, 2025.
During the pilot period, to effectively implement the tasks assigned by the Government and the Provincial People's Committee, it is necessary to have breakthrough solutions and initiatives to contribute to administrative reform and administrative procedure reform, creating an open and convenient investment environment for the province.
The Chairman also assigned the Provincial Public Administration Center to preside over and coordinate with relevant departments and sectors to develop evaluation criteria. Cadres, civil servants and public employees of departments and sectors directly working at the Center need to conduct monthly periodic evaluations and report to the Chairman. At the same time, the Center presides over and coordinates with relevant departments and sectors to advise the Provincial People's Committee to summarize and develop a report to submit to the Government and the Prime Minister to propose a long-term model of the Provincial Public Administration Center in the coming time, with the deadline of completion by November 30, 2025.
The Chairman requested the Departments, branches, sectors, and central agencies located in the province that have administrative procedures at the Provincial Public Administration Center to direct cadres, civil servants, and public employees to strictly implement the regulations of the agency and the working regulations at the Provincial Public Administration Center. They also regularly coordinate with the Provincial Public Administration Center to evaluate the attitude, capacity, and qualifications of cadres, civil servants, and public employees working at the Provincial Public Administration Center.
