Deploying expansion of electronic health record system and issuance of judicial record certificates via app VNeID nationwide
(BNP) – On October 2, Prime Minister Pham Minh Chinh, who is Chairman of the National Committee for Digital Transformation, chaired an online conference to implement the expansion of the electronic health record system and the issuance of judicial record certificates via the app VNeID nationwide.

Attending at the Bac Ninh’s venue were Mr. Ngo Tan Phuong, Vice Chairman of the Provincial People's Committee and leaders of relevant departments and sectors.
According to the Ministry of Public Security, over 32 million electronic health records have been created so far. Of these, more than 14.6 million citizens have integrated their e-health records into VNeID. The electronic health record system is expected to help save approximately VND 1.15 trillion (US$46.6 million) annually on the purchase of health record books for 230 million patient visits, and facilitate individuals in proactively monitoring their health records, enabling them to provide their medical histories to healthcare professionals anywhere and anytime.
Meanwhile, requesting judicial record certificates with VNeID is simple. The process takes just a few minutes, and certificates can be received via email or postal delivery without the need for in-person visits. Electronic judicial record certificates on VNeID offer multiple-use convenience, digital signatures, and compliance with e-transaction laws, eliminating the need for extra paper copies. Businesses benefit from streamlined operations, particularly in recruitment processes, adding value to both employees and employers.
Speaking at the conference, Prime Minister Pham Minh Chinh requested the Ministry of Public Security to take the lead in developing Government regulations on controlling data creation of localities and actively perfecting the Data Law as well as coordinating with the Ministry of Justice to submit it at the 8th Session of the 15th National Assembly.
The Ministry of Health shall work with the Vietnam Social Security to issue specific instructions on the implementation of electronic health records; the Vietnam Social Security continues to ensure infrastructure and provide technical guidance to medical facilities to implement the interconnection of electronic health records, referral papers, and re-examination appointment papers. The Ministry of Justice urgently cleans up data in the criminal record database as well as coordinates with the Ministry of Public Security, the Court, the Procuracy and relevant units to synchronize data on criminal records and judgments to serve the issuance of criminal record certificates, Chinh said.
The Prime Minister requested the People's Committees of provinces and cities to study and commit to the Government to seriously implement the pilot implementation of issuing temporary residence cards via VneID; step up propaganda to guide people to use electronic health books instead of paper health books; propose to integrate all types of documents on the VNeID application, pay attention to investing in developing digital infrastructure, thereby bringing practical benefits to people, businesses and State management.
Immediately after the conference, Vice Chairman Ngo Tan Phuong requested departments, branches and localities to seriously follow and implement the direction of Prime Minister Pham Minh Chinh; actively increase the rate of online public services, build a list of administrative procedures that need to be digitized, promote the digitization of administrative procedure settlement results, non-cash payments, etc.
