Developing mobile and private library model serving people for lifelong learning

(BNP) - The Provincial People’s Committee directed the Departments of Culture, Sports and Tourism; Information and Communication; Education and Training; People’s Committees of districts, towns and cities to develop models of mobile and private libraries to serve people for lifelong learning at the Document No. 2746/UBND-KGVX.

The Provincial People’s Committee directs the Department of Culture, Sports and Tourism to preside over and coordinate with the Departments of Education and Training, Information and Communications, and relevant units to review and Assess the current operating status of the existing facility system; develop a model to serve library activities and promote reading in the direction of effectively exploiting and using existing headquarters, equipment, and human resources, rectifying and consolidating ineffective operating models; promote and replicate effective operating models in localities.

The functional agencies develop or integrate into ongoing coordination programs with agencies and units of the armed forces, socio-political organizations, socio-professional organizations, and local social organizations to support libraries resource base in operating and organizing reading promotion activities.

In addition, they direct public libraries to guide and standardize library activities; implement the motto "Books find readers" to promote circulation activities and organize reading promotion activities at local libraries. The libraries integrate reading promotion content in cultural, artistic, physical and sports activities for the masses.

They need to expand the scope, increase the quantity, and improve the quality of mobile service work; closely coordinate with local libraries when providing mobile services, focusing on the specificities of each area. The authorities develop model operating regulations and rules for grassroots libraries in accordance with the practices and cultural customs of each area; promote the role of community and private libraries that serve the community, and grassroots bookcases in areas without public libraries.

The competent agencies also circulate and support initial information resources; support professional training and library operations, as well as develop reading culture for people involved in operating and managing grassroots libraries.
