Provincial People's Committee organizes meeting with businessmen to removes difficulties and obstacles and promotes social housing development
(BNP) - On March 22, the People's Committee of Bac Ninh province organized a meeting with businessmen in the first quarter of 2025 to share information, accompany businesses, remove difficulties and obstacles, and promote the development of social housing in the province at Kinh Bac Cultural Center.

Recognizing the importance of social housing development, Bac Ninh province has recently directed and developed a number of mechanisms and policies to encourage organizations and individuals to invest in social housing development, ensuring that the interests of the state, enterprises, and people are aligned. The Provincial People's Committee has formed a Steering Committee to remove difficulties and obstacles, promote social housing development, reduce and support administrative procedures, and expedite the process of investment, construction, and real estate business. As a result, it has piqued the interest of investors, who are now actively involved in social housing building.
Bac Ninh province now has over 1,600 customers who have borrowed VND 737.2 billion in policy credit capital under the social housing loan program, after more than ten years of implementation. Bac Ninh province has completed 54 social housing projects for low-income people and industrial park workers, covering a total land area of 173 hectares and providing approximately 77,000 apartments for over 231,000 people. Six of these projects were completed before 2021 and are currently operational, providing approximately 11,000 apartments.

Implementing the project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030" approved by the Prime Minister, Bac Ninh province will develop 72,200 apartments in the period of 2026-2030. Of which, more than 7,000 apartments have been completed in the period of 2021-2024. Currently, there are 15 projects that have been granted construction permits and are under construction investment, expected to meet about 10,500 apartments when completed; 23 projects are carrying out compensation, site clearance and preparing for construction investment to meet about 49,500 apartments. In addition, the province has arranged in the zoning and detailed planning projects 350 hectares of land for social housing development, when completed, meeting about 120,000 apartments; Of which, 19 projects are eligible for approval in principle to select investors, with a total area of 50 hectares, equivalent to about 18,000 apartments.
Regarding the implementation of the Government's VND 120,000 billion support package, the province as a whole has 6 projects that match the rules and criteria for preferential loans, with a total investment of more than VND 14,500 billion and a projected loan capital of around VND 3,380 billion. Until yet, two social housing projects have secured preferential loans with an approved loan ceiling of VND 170 billion, of which VND 170 billion has been disbursed. Currently, the annual lending interest rate for investors is 7.92%, which has not encouraged firms to invest in social housing projects.

With the message "Sharing information - accompanying businesses for development", the leaders of the Provincial People's Committee, departments and branches directly discussed and answered questions and opinions of businesses and entrepreneurs related to: loan interest costs, home buyers, income of social housing buyers, workers' housing; income confirmation procedures for social housing buyers... At the same time, they accepted solutions and proposals from businesses, aiming to create motivation for social housing development in the area.

Speaking at the meeting, Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan said that in the period of 2021-2030, the rate of social housing and workers' housing in Bac Ninh province accounts for 7.2% of the national rate, such a scale is very large compared to the province's area; Bac Ninh province has gone one step ahead of other localities in developing social housing. It is expected that the projects being implemented and completed in 2026 will create 49,500 units, accounting for 68% of the total 72,200 units (target by 2030).
The Chairman affirmed that developing social housing and housing for workers is the goal of the Party and the State in solving social security issues. In recent times, Bac Ninh province has promptly removed difficulties and obstacles for many projects, creating favorable conditions for project investors and workers to access social housing and housing for workers.
The Chairman of the People's Committee of Bac Ninh province requested that localities with projects facing difficulties and problems with site clearance and compensation urgently coordinate with investors to develop a site clearance plan for the remaining areas before April 5 and focus on implementing site clearance and compensation from now until May 30. For 7 projects that have selected investors but do not have investment policies, the Department of Construction is required to coordinate and guide investors so that by April 15, they will have a contract appendix.
"By March 25, the Department of Construction must synthesize all content related to social housing and worker housing, publicly post it on the Electronic Information Portal of departments, branches and localities; coordinate with the Provincial Federation of Labor and investors to propagate social housing policies, information on social housing projects and worker housing at companies and enterprises" - Chairman of the People's Committee of Bac Ninh province said.
In the coming time, the province will strive to create the most favorable environment for enterprises in the industrial park to develop, including developing worker accommodation areas within the service land area of the industrial park, giving priority to enterprises with a large number of workers and large investment scale.
