Standing Vice Chairman Dao Quang Khai urges implementation of Conclusions 739 and 740 of Provincial Party Standing Committee in Tien Du district
(BNP) - On November 27, Mr. Dao Quang Khai, Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Provincial People's Committee, worked with Tien Du district on handling cases of unauthorized land allocation, encroachment, arbitrary conversion of land use purposes, and implementation of residential and service land projects in the district according to Conclusions 739-KL/TU and 740-KL/TU of the Provincial Party Standing Committee.
Overview of the meeting.
In Tien Du district, there are currently 5,445 cases of unauthorized land allocation, encroachment, and unauthorized conversion of land use purposes with a total area of more than 1.2 million square meters.
Up to now, there are 2,383 cases with an area of over 561,000 m2 eligible for land use right certificates; 2,617 cases with an area of over 525,000 m2 not eligible for land use right certificates or must supplement relevant documents; 445 cases have not declared or registered to establish commune-level records.
Regarding residential service land projects, Tien Du district has 23 residential service land projects implemented in 33 project locations with a total area of 175.85 hectares; the total number of approved residential service land lots is 7,307 lots in 8 communes and townships.
Up to now, 01 project has completed land allocation and issued certificates to households; 09 projects have had land allocation decisions from the Provincial People's Committee, completed technical infrastructure construction, basically completed land allocation, and issued land use right certificates to households; 11 projects have had land allocation decisions from the Provincial People's Committee, are constructing technical infrastructure, and are completing land allocation and issuing land use right certificates to households.
At the meeting, representatives from the departments and branches focused on clarifying some problems and solutions regarding: the time of land violations has changed over many periods, lasting for many years; diverse forms of violations; many cases of land allocation without authority; documents and invoices are not specific; difficulties in determining the time of violations; review, statistics, handling of violations, and site clearance for residential and service land projects, etc.
Concluding the meeting, Standing Vice Chairman Dao Quang Khai said that the implementation results of Conclusions 739 and 740 of Tien Du district were not really positive. At the same time, he requested that the district recognize this as the obligation of the entire political system in order to stabilize the local situation and protect people's rights.
In the coming time, Phuong requested Tien Du district to clearly define the responsibility of the leader in implementing the task; each secretary and chairman at all levels must participate, discuss collectively, reach high consensus in direction in the collective leadership from district to commune, and organize public and transparent information posting without profiteering, creating maximum convenience for the people. Each commune and village must review, classify specifically, and determine financial obligations for each plot of land in each specific stage.
On the other hand, he urged local authorities to strengthen propaganda and mobilize people to clearly understand their responsibilities in completing legal procedures and fulfilling financial obligations to the state.
Regarding residential service land, the Standing Vice Chairman asked Tien Du district to review and flexibly apply policies in accordance with the actual situation in the locality; focus on projects that are under construction and have complaints, thereby speeding up the implementation of projects to increase state budget revenue.
