Action Program to implement Politburo's Resolution on Red River Delta region
(BNP) - In the morning of February 12, in Ha Long city, Quang Ninh province, Prime Minister Pham Minh Chinh chaired a conference in Quang Ninh province on the implementation of the Government’s Action Programme to realise the Politburo’s Resolution on directions for socio-economic development and defence and security assurance in the Red River Delta to 2030, with a vision to 2045 and Regional investment promotion with the theme "Linking development - Innovation - Green and Sustainability".

Bac Ninh’s leaders attended the meeting including Nguyen Anh Tuan, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies; Mr. Vuong Quoc Tuan, Alternate member of the Party Central Committee, Standing Vice Chairman of the Provincial People's Committee and leaders of a number of related departments and agencies.
The conference is a very important event for the development of the Red River Delta region, opening up "new breakthrough opportunities" for the land which is an important strategic region in terms of politics, economy, culture, society, the environment, defence, security, and sovereignty over sea and islands; is the northern gateway of the country and ASEAN to China - the world's largest market; and is an important bridge in international economic and cultural exchanges.
The goal is that by 2030, the average GRDP growth in 2021 - 2030 in the region will reach about 9 percent per year. By 2030, regional GRDP will increase nearly three times compared to 2020 (current price). GRDP per capita is about VND 274 million/person/year. The average growth rate of social labor productivity will be over 7 percent. The average contribution of total factor productivity (TFP) to growth in the period 2021 - 2030 will reach 55 percent. The digital economy will account for about 35 percent of GRDP.
The urbanization rate will be over 55 percent. One hundred percent of communes will meet new rural standards, of which at least 50 percent will meet new advanced rural standards, and 20 percent will meet new rural standards. Under multidimensional measures, the rate of poor households will decrease by about 1.5 percent per year.
To realize the above targets, one of the main tasks is to implement institutions and policies for development and promote regional linkages, in which completing and approving the planning of the Red River Delta region and the provincial planning of localities in the region from 2021 to 2030, with a vision to 2050.
PM Chinh asked relevant ministries, sectors and 11 localities in the region to quickly build specific programmes and plans of actions to realize the Politburo’s Resolution and the Government’s Action Plan.
They were requested to focus on perfecting institutions, regional planning and policies on regional linkages; promoting regional economic development and economic restructuring; developing sea-based economy; improving education and training to raise the quality of human resources; ensuring defense and security; and stepping up the building and rectification of the Party and the political system.
To attract investment, it is necessary to build infrastructure, cut unnecessary administrative procedures, create a more favorable business and investment environment, and promptly organize dialogues to help enterprises address difficulties, added Chinh.
At the conference, leaders of localities in the region such as Hanoi, Quang Ninh, Hai Phong and Ha Nam, and those from many businesses and international organizations, including the Asian Development Bank (ADB), Japan External Trade Organization (JETRO), and Samsung Vietnam, delivered speeches on measures to boost the region’s economic development.
Within the framework of the conference, PM Chinh and other delegates attended a ceremony to announce a master plan of Quang Ninh province for the 2021-2030 period, with a vision to 2050 and another of Ha Long city to 2040.
They witnessed the announcement of cooperation and capital financing agreements between the Ministry of Planning and Investment and partners for the development in the Red River Delta with a total capital of about 2.6 billion USD; and the hand-over of 30 investment certificates, and memoranda of understanding of provinces and cities in the region and domestic and foreign enterprises and partners with a total capital of more than 171 trillion VND (7.25 billion USD).
Previously, the Government leader attended the opening ceremony of an photo exhibition with the theme "Red River Delta: Linkage for Development – Innovation – Green and Sustainability”, and visited booths displaying typical products, industrial products and investment promotion documents of localities in the region.
The Red River Delta region comprises of Hanoi, Hai Phong, Hai Duong, Bac Ninh, Vinh Phuc, Hung Yen, Thai Binh, Nam Dinh, Ha Nam, Ninh Binh and Quang Ninh./.
