Conference on evaluating implementation of BT investment projects in terms of culture and education
(BNP) – On September 7, Mr. Vuong Quoc Tuan, Alternate member of the Party Central Committee and Standing Vice Chairman of Provincial People’s Committee chaired a conference on evaluating the implementation of BT investment projects in terms of culture and education in the province.

The province has 11 BT investment projects in terms of culture and education. Currently, these projects are being actively implemented by investors.
However, there are some difficulties and obstacles related to site clearance; the implementation of transitional provisions of the law through periods, especially the Law on Investment in the form of public - private partnership (PPP), which abolished investment in the form of BT; the implementation of paying the reciprocal land fund to investors carrying out the BT projects which are not clearly…
The investors proposed the following contents to the province: instructions on submitting to the State budget; procedures for reciprocal payment; extending time of project implementation, speeding up the progress of site clearance; reviewing the adjustment of land use planning…
Standing Vice Chairman Vuong Quoc Tuan assigned the Department of Planning and Investment to coordinate with the Department of Finance to promptly research, complete the system of documents and forms guiding the procedures related to payment, settlement, revenue, expenditure, and contract liquidation for project investors.
Tuan also suggested that the investors would actively coordinate with the departments, sectors and localities to carry out the procedures; determine and have a plan to handle reciprocal land and protect the contractors under the contract.
