(BNP) – On September 30, the 1st Congress of the Bac Ninh Provincial Party Committee, term 2025–2030, entered its second working day. At exactly 7:30 a.m., the Congress was solemnly held at the Provincial Convention Center.

Mr. Nguyen Duy Ngoc, Politburo Member, Secretary of the Party Central Committee, and Chairman of the Party Central Committee’s Inspection Commission, attended and directed the Congress on behalf of the Politburo and the Party Central Committee’s Secretariat.
The Congress was honored to receive congratulatory flower baskets from General Secretary To Lam; President Luong Cuong; Prime Minister Pham Minh Chinh; and National Assembly Chairman Tran Thanh Man.

Attending the Congress were members of the Party Central Committee; former members of the Party Central Committee; leaders of central Party commissions, ministries, sectors, and agencies; representatives of Military Region I; officials from central Party agencies in charge of overseeing Bac Ninh province; and leaders of neighboring provinces and cities.
Bac Ninh delegates attending the Congress were Mr. Nguyen Van Gau, Member of the Party Central Committee and Secretary of the Provincial Party Committee; members of the Provincial Party Standing Committee; key provincial leaders across different periods; veteran revolutionary cadres; Vietnamese Heroic Mothers; Heroes of the People’s Armed Forces; Labor Heroes; along with 449 official delegates – exemplary and outstanding Party members representing more than 156,000 Party members in the entire Bac Ninh Provincial Party Committee.

In his opening speech, Secretary of the Bac Ninh Provincial Party Committee Nguyen Van Gau affirmed: In the past 5 years, despite facing unprecedented difficulties and challenges, the Party Committee and people of the province have united, made efforts to overcome and achieved important achievements in all fields. In particular, the merger of Bac Ninh and Bac Giang provinces into the new Bac Ninh province, streamlining the apparatus, and implementing a two-level local government, has opened up new development space, raising the province's position and potential.

It is forecasted that in the coming time, besides the advantages of its strategic position (5th largest economic scale in the country, synchronous transportation system, most industrial parks in the North, inter-regional connectivity), the province will also face new challenges.
With the spirit of solidarity and creativity, the Congress proposed 3 guiding viewpoints, 26 specific targets, 5 key tasks, 3 breakthroughs and 4 main groups of solutions to successfully implement the 2025-2030 term. The Congress documents are the crystallization of wisdom, expressing the aspiration to turn Bac Ninh into a centrally-run city before the year.

Presenting the political report to the Congress, Standing Deputy Secretary of the Provincial Party Committee Nguyen Thi Huong emphasized that during the past tenure, the Party organizations, authorities, and people of Bac Giang and Bac Ninh provinces demonstrated strong determination, flexibility, breakthroughs, and innovation; effectively tapped into their potentials and advantages; mobilized resources for development investment; and achieved many outstanding and important accomplishments across various fields.

On behalf of the Presidium, Chairman of the Provincial People’s Committee Vuong Quoc Tuan delivered the review report on the leadership and direction of the Provincial Party Committee during the 2020–2025 tenure. The report highlighted that during the past tenure, the Provincial Party Committee focused on strictly implementing the Party’s guidelines, while directing the formulation and execution of programs and resolutions suited to the province’s realities. Alongside the achievements, the Committee also candidly pointed out existing limitations and their causes, thereby drawing three lessons of experience for leadership and direction in the coming tenure.

At the Congress, delegates focused their discussions and contributed numerous opinions on important issues and areas closely linked to the province’s development reality, with the aim of successfully implementing the Resolution of the 1st Congress of the Bac Ninh Provincial Party Committee, tenure 2025–2030, and striving to make Bac Ninh a centrally-run city before 2030.

At the congress, Deputy Head of the Central Organizing Committee Nguyen Quang Duong announced the Politburo's Decision to appoint the Secretary of the Bac Ninh Provincial Party Committee for the 2025-2030 term. Accordingly, Senior Lieutenant General Nguyen Hong Thai, Deputy Minister of National Defense, was decided by the Politburo to hold the position of Secretary of the Bac Ninh Provincial Party Committee for the 2025-2030 term.

The Congress also heard the announcement of the Politburo’s Decisions appointing members to the 1st Bac Ninh Provincial Party Committee, tenure 2025–2030, consisting of 71 members; the Provincial Party Standing Committee with 18 members; and 3 Deputy Secretaries of the Provincial Party Committee.
On September 30, 2025, the Politburo issued a Decision to transfer, assign, and appoint Comrade Nguyen Van Gau to join the Central Military Commission for the 2020–2025 tenure. After the conclusion of the 1st Congress of the Bac Ninh Provincial Party Committee, Comrade Nguyen Van Gau will assume his new duties.

Speaking at the congress, Chairman of the Party Central Committee’s Inspection Commission Nguyen Duy Ngoc acknowledged and warmly congratulated and commended the impressive achievements that the Party Committee, government and people of all ethnic groups in Bac Ninh province achieved in the past term.
He requested that the Executive Committee, Standing Committee of Bac Ninh Provincial Party Committee, term 2025 - 2030 continue to uphold solidarity and unity; promote a strong sense of responsibility; affirm their courage, wisdom, and dedication; and dare to think, act, and take responsibility for the common good.
