Accordingly, the specific goal by 2030 is to complete and effectively put into operation the system of fishing ports and storm shelters for fishing vessels on a national scale into a complete, inter-regional, industrialized and modernized system to meet the needs of anchoring, fishing logistics services and develop in an integrated direction, increasing the value of exploitation and use with the following indicators:

The fishing port system ensures the passage of 2.98 million tons of aquatic products per year (including 100% of exploited seafood output and a part of aquaculture output at sea); ensures the implementation of fisheries management, meets the requirements of tracing the origin of exploited aquatic products, and prevents illegal fishing activities.

The storm shelter anchorage system for fishing vessels ensures capacity for over 83,600 fishing vessels to safely anchor and take shelter from storms.

100% of fishing ports and storm shelters for fishing vessels are arranged to use land and water surface according to regulations in Articles 78 and 84 of the 2017 Fisheries Law.

Key domestic and international trade hubs will be formed to facilitate the development of fishery industrial zones, coastal economic zones and major fishing centers linked to key fishing grounds, enhancing the fishery sector's efficiency and sustainability.

According to the Plan, in the period of 2021 - 2030, there will be investment in 5 large synchronous fisheries centers in the system of fishing ports, storm shelters for fishing vessels, infrastructure and fisheries logistics services in coastal areas.

1. Building a large Hai Phong Fisheries Center associated with the fishing grounds of the Gulf of Tonkin in Lap Le commune, Thuy Nguyen district, Hai Phong city.
