Standing Committee of Provincial Party Committee assesses implementation of Ring Road 4 project, section passing through Bac Ninh province
(BNP) – On the afternoon of September 9, Mr. Nguyen Anh Tuan, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies chaired a conference to evaluate the implementation of the investment project to build Ring Road 4 - Capital Region (section passing through Bac Ninh province).

Also attending the conference were Ms. Nguyen Huong Giang, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Mr. Vuong Quoc Tuan, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Mr. Ta Dang Doan, Member of the Provincial Party Standing Committee, Secretary of the Bac Ninh City Party Committee; Mr. Ngo Tan Phuong, Vice Chairman of the Provincial People's Committee; leaders of departments, sectors, districts, towns and cities where the project passes.
According to the report of the Department of Transport, up to now, component project 1.3 has disbursed 61.5% of the capital plan assigned for 2023 and 2024 and is currently clearing the ground for more than 2% of the remaining land area (about 10 hectares) that has not been recovered. The construction of temporary line poles (110kV line) and the erection of sample poles are being implemented with the foundation of 13/13 locations scheduled to be completed by September 30, 2024. Relocation and return (telecommunications, clean water, 0.4kV-35kV power line relocation, irrigation works) are being submitted to specialized agencies for appraisal of construction drawings. 09/11 resettlement areas are being implemented.
For component project 2.3, the capital disbursement rate reached 74% of the allocated capital plan in 2023 and 2024. Of which, package No. 14 has handed over a construction site of 9.0/10.8 km; the total construction output of the whole package reached 10.6%. Package No. 15 has handed over construction site of 7.0/8.2 km; the total construction output of the whole package reached 4%. Package No. 16 has handed over construction site of 10.3/12.9 km; the total construction output of the whole package reached 1.23%.
At the conference, departments, sectors and localities reported on the implementation of site clearance for the remaining 10 hectares and solutions to solve difficulties and problems in the coming time; the construction progress of bidding packages of component project 2.3, and the construction plan in the coming time.
Speaking at the conference, the Chairman Vuong Quoc Tuan affirmed that recently, the investor and contractor have developed a plan to organize construction more scientifically and methodically, with positive changes; however, the project's construction progress has not reached expectations. He requested the Department of Transport to continue to closely follow the progress, resolutely strive for the construction volume to reach 15% in 2024.
The Chairman also pointed out the shortcomings related to the procedures of the Chi Lang resettlement area (Que Vo town); the application of land price list according to regulations. He requested that localities must hand over the remaining area before October 30.
Concluding the conference, the Secretary emphasized that the spirit of the province is to create the most favorable conditions for construction contractors. For the investor, he requested to build and manage the progress of each construction phase and report the progress weekly and monthly to the members of the Project Steering Committee. The Director of the Department of Transport assigned each department leader the responsibility of directly following up on, directing, and urging each bid package. Units and localities urgently return technical infrastructure items and hand over the site to the investor on schedule.
Departments, sectors, and localities work together to carefully review the adjustment of the total investment of the Ring Road 4 project and its component projects before submitting it to the National Steering Committee of the Ring Road 4 project - Capital Region. They also work with the Economic - Budget Committee and the Provincial People's Council to review the adjustment of the list of some resettlement projects.
Regarding site compensation, Bac Ninh City, Que Vo Town, and Thuan Thanh Town reported to the Steering Committee's Standing Committee on specific compensation plans for 348 households related to residential land and 100 households that illegally sold land. The Provincial People's Committee was assigned to direct relevant departments and sectors to meet to discuss and give opinions.
The Secretary also requested the Department of Transport, the Department of Construction, the Department of Agriculture and Rural Development that have project management boards to be responsible for project progress, disbursement rate, and to directly go to work and inspect to promptly remove obstacles.
