 (BNP) - As of November 17, 2025, Bac Ninh province continued to maintain the No. 1 position nationwide for the 9th consecutive week with 92.37 points

The lead gap narrows, competitive pressure increases

Compared to last week, the province's score increased slightly by 0.09 points, a lower increase than last week (0.20 points). The gap with the localities closely following behind is narrowing: Hai Phong reached 91.98 points (0.39 points lower); Dong Nai reached 91.96 points (0.41 points lower).

The speed at which the gap between localities is narrowing shows the risk of strong competition if Bac Ninh does not have a breakthrough solution in the coming time.

Of the 6 component indices, 5 indices increased or remained stable, including: File processing progress increased by 0.04 points; File digitization increased by 0.03 points; Online payment increased by 0.02 points. The index of publicity, transparency and satisfaction level remained the same (reaching 99.2%).

The only index that decreased was Online Public Services, down 0.07 points and is currently the index with the lowest completion rate, reaching only 70.1% of the maximum score. The report emphasized that this is a warning signal, requiring urgent solutions to improve in the coming time.

The Provincial People's Committee Office continues to lead the departments and branches.

In the group of departments and branches, the Provincial People's Committee Office continues to lead with 95.38 points. Next is the Department of Ethnic Minorities and Religions with 94.76 points; the Industrial Park Management Board with 94.55 points. The three leading units all scored over 94 points, demonstrating positive competition.

Units that need improvement include: Department of Home Affairs (89.07 points); Department of Industry and Trade (89.02 points); Department of Education and Training (87.74 points).

Many communes and wards made breakthroughs, Hop Thinh commune continued to hold the number 1 position with 94.06 points; Bac Giang ward and Tan Tien ward ranked 2nd and 3rd respectively. Notably, some units made strong progress: An Lac commune from 16th to 6th; Trung Chinh commune from 21st to 9th.

The bottom group recorded 6/10 units increasing their scores, but there were still units that decreased sharply due to errors in the digital scoring system (which has been adjusted to ensure fairness).

Orientation and implementation of key tasks

Faced with the above situation, the People's Committee of Bac Ninh province proposed to change the goal from "maintaining the No. 1 position" to "widening the leading gap", with the goal of reaching 93 points in the next 4 weeks, creating a minimum gap of 1 point compared to the following localities.

Accordingly, the province focuses on key tasks such as: Urgently improving the Online Public Service score, reviewing procedures to qualify for online deployment, increasing communication to guide people to use the service. Completing indicators that are close to the maximum such as online payment, settlement progress, and document digitization. Closely monitoring the developments of Hai Phong and Dong Nai to adjust solutions promptly. The goal for next week is to strive to reach 92.50 - 92.60 points, in which the Online Public Service index must increase by at least 0.10 points.
