Specifically, the Chairman of the Provincial People's Committee assigned the Department of Construction to proactively coordinate with relevant agencies and units to implement the plan in three phases. Phase 1 (3-6 months) involves conducting research, surveys, and a comprehensive assessment of the current state of transportation infrastructure, information technology infrastructure, camera systems, surveillance equipment, and existing data sources serving the management of transportation, logistics, and public transport within the province. Simultaneously, it includes reviewing and evaluating the current state of management and supervision of transportation activities, including: traffic monitoring, traffic flow regulation, management of commercial transport vehicles, management of bus terminals, public passenger transport by bus, and logistics operations. The focus will be on clarifying management processes, control methods, the level of technology application, the ability to interconnect and share data, and existing shortcomings and limitations in practice.

Based on the survey results, the relevant unit selects urgent, feasible, and highly effective topics to include in the priority research list, develop technical requirements, scope, and pilot implementation plan suitable to the province's actual conditions….

Phase 2 (12-24 months): research and pilot the selected priority areas on a suitable scale, ensuring controlled implementation and serving the purpose of evaluating effectiveness before considering expansion. This includes piloting solutions applying artificial intelligence (AI) and digital technology in traffic monitoring, traffic flow regulation, management of commercial transport vehicles, management of bus terminal operations, management of public passenger transport by bus, and related logistics activities.

During the pilot phase, the Department monitors, collects, and analyzes generated operational data, assessing the level of support provided by technological solutions to state management, the ability to automate processes, reduce reliance on manual methods, and enhance transparency and management efficiency.

Phase 3 (9-12 months): Synthesize and evaluate the research results and pilot implementation of AI applications in the transportation and logistics sectors based on actual operational data. Assess the effectiveness in supporting state management; the ability to monitor and control transportation activities, bus station operations, public passenger transport, and logistics; and the degree of suitability to the province's technical infrastructure, resources, and management mechanisms.
