(BNP) - On the morning of October 30, the interdisciplinary working delegation on reviewing and evaluating administrative procedures based on data led by Deputy Minister of Justice Nguyen Thanh Tinh worked with the Bac Ninh Provincial People's Committee of Bac Ninh province to grasp and remove difficulties and problems arising in the process of reducing and simplifying TTHC based on data.

Receiving and working with the delegation were Standing Vice Chairman of the Provincial People's Committee Mai Son along with leaders of departments, branches and sectors of the province.
Speaking at the meeting, Deputy Minister Nguyen Thanh Tinh said that there are currently 15 groups of documents that can be replaced with data from national databases such as population, civil status, judicial records, land, and finance. Bac Ninh is one of the localities that has implemented this early with more than 30 procedures in this list.
He stated six conditions to ensure success, including: a clear legal basis; "correct - sufficient - clean - alive - unified" data; a stable technology connection system; a specific roadmap; a mechanism for receiving and handling people's feedback and a team of staff knowledgeable in the profession and technology.
He suggested that Bac Ninh establish a technology consulting team at the Public Administration Service Center and commune level to support people in the process of implementing digital procedures.
Reporting at the meeting, Director of the Department of Justice of Bac Ninh, Luu Dinh Thuc, said: In 2025, the province's administrative procedure reform work achieved many outstanding results, continuing to maintain its leading position in the country in terms of direction, management index and service quality for people and businesses.
Currently, 100% of administrative procedures (except for the inspection sector) are implemented without administrative boundaries; the satisfaction rate is over 90%; the rate of correct and early file settlement is 99.95%, thereby making Bac Ninh the country leader for 6 consecutive weeks with 91.73/100 points on the National Public Service Portal.
The Bac Ninh Provincial People's Committee has reviewed 734 administrative procedures in 16 fields, of which hundreds of procedures are proposed to have their records replaced with data from national databases, and 53 local-specific administrative procedures are proposed to be reduced and simplified.
The province recommended that central ministries and branches promptly amend legal regulations, improve connectivity and data sharing, eliminate the need to submit paper documents with electronically authenticated procedures, and unify the calculation of processing time by working days for the convenience of individuals and businesses. It also suggested that the Government Office supplement the list of administrative procedures that can be replaced by data and permit updating of results after synchronizing the database.
At the meeting, representatives from departments, branches and units of Bac Ninh province raised and discussed difficulties and problems in the implementation of administrative procedures of the branches and fields in the past time. Members of the working delegation directly discussed and answered many issues raised by the People's Committee of Bac Ninh province. At the same time, they recorded the recommendations and proposals of the province to synthesize and report.
Speaking at the meeting, Standing Vice Chairman Mai Son proposed that the Central Government pay attention to 3 major groups of issues: Completion of legal regulations and transitional provisions to flexibly handle cases where people do not have data; Construction of provincial data center with a mechanism to clearly define the authority between the Central and local governments; the study of mechanisms to encourage businesses to participate in providing public services, reducing direct procedures, and improving service efficiency.
Concluding the meeting, Deputy Minister of Justice Nguyen Thanh Tinh highly appreciated Bac Ninh's drastic and methodical approach, affirming that the policy of cutting administrative procedures based on data is an inevitable step in national digital transformation.
He requested the Provincial People's Committee to continue completing the report, clarifying administrative, technological and legal problems for the Ministry of Justice to synthesize and report to the Government, ensuring the completion of reviewing, reducing and simplifying procedures before November 15, 2025.
