Strengthening coordination in management of foreigners residing and operating in Bac Ninh province

(BNP) - The Provincial People's Committee has just signed a Decision promulgating the Regulations on coordination in the management of foreigners residing and operating in Bac Ninh province.

The regulations stipulate the principles, content, form, and responsibilities for coordination between agencies under the Provincial People's Committee; the People's Committees at the commune level; and central agencies organized vertically and located in the province in the management of foreigners residing and operating in Bac Ninh province. The subjects of application are departments, boards, agencies, People's Committees at the commune level, and central agencies located in the province.

According to the regulations, coordination is carried out on the basis of compliance with the law and international treaties to which Vietnam is a signatory; ensuring timeliness, uniformity, closeness, effectiveness, and adherence to the functions, duties, and powers of each agency; respecting the legitimate rights and interests of foreigners, and creating favorable conditions for foreigners to reside and operate in the province.

The coordination focuses on: Developing and promulgating relevant legal documents; disseminating and educating the public on laws regarding entry, exit, residence, and activities of foreigners; and advising on state management. Providing and exchanging information; conducting inspections, audits, and resolving complaints and denunciations; compiling statistics on foreigners residing and operating in specific fields and geographical areas. Coordination methods include exchanging information in writing; inter-agency meetings; preliminary and final review conferences; inter-agency inspections and audits; and other forms as prescribed.

The regulations specifically assign responsibilities to each agency and unit in the areas of managing foreign workers; managing delegations participating in conferences, seminars, and scientific research; educational, health, cultural, and sports activities; managing foreign teachers, students, and trainees; managing foreign delegations visiting and working with provincial agencies; managing foreigners for tourism, visiting relatives, and personal matters; preventing, detecting, combating, and stopping acts that infringe upon national security and social order; and conducting inspections, audits, and resolving complaints and denunciations.

In this regard, the Provincial Police Department is the lead agency responsible for advising on the development of relevant legal documents; disseminating and publicizing laws; managing the residence and activities of foreigners; ensuring security and order; leading the state statistics on foreigners residing and operating in the province; and monitoring, guiding, inspecting, and urging the implementation of the Regulations. Departments, agencies, and commune-level People's Committees shall proactively coordinate and implement the regulations based on their functions and duties.

This Decision takes effect from January 20, 2026, and repeals Decision No. 34/2019/QD-UBND dated December 31, 2019, of the Bac Ninh Provincial People's Committee on promulgating the Regulations on coordination in the management of foreigners residing and operating in the province.
