Announcing Urban and Rural System Planning for 2021-2030 period, with vision to 2050

(BNP) - On October 3, the Ministry of Construction held an online conference to announce the Urban and Rural System Planning for the 2021-2030 period, with a vision to 2050.


Overview of the conference.

At the Conference, the representative from the Ministry of Construction announced Decision No. 891/QD-TTg dated August 22, 2024 of the Prime Minister approving the Urban and Rural System Planning for the 2021-2030 period, with a vision to 2050. The planning aims to accelerate the speed and improve the quality of urbanization, develop, arrange, and distribute a unified, efficient, comprehensive urban and rural system with synchronous and modern infrastructure suitable for development conditions, a healthy living environment, the ability to withstand and adapt to rising sea levels, climate change, be environmentally friendly, and reduce emissions.

At the same time, it also sustainably develops the urban system according to the network, forming a number of dynamic urban areas and urban chains with modern, green and unique architecture; develop urban areas as political, administrative, economic, cultural, social, scientific and technological centers, traffic hubs, attract investment, develop human resources, innovate, transfer technology, promote socio-economic restructuring, act as a driving force for economic development in urban areas, closely linked with rural areas.

The decision approving the planning sets a target of urbanization rate of over 2030% by 50, and 2050% by 70, with the number of urban areas nationwide ranging from about 1.000 to 1.200, including the formation of a number of national and regional urban centers with income equivalent to the average level of urban areas in the group of 4 leading ASEAN countries; the urban area economy contributes about 85% to the country's GDP.

To effectively implement Decision 891/QD-TTg, Deputy Minister of Construction Nguyen Viet Hung requested ministries, branches and localities to coordinate with the Ministry of Construction to promote dissemination and provide full content of the Planning to organizations and individuals to participate in monitoring the implementation; implement tasks, programs, projects in the fields of international cooperation, training, human resource enhancement, research, application of science and technology for the purpose of building a system of smart cities, green cities, and cities adapting to climate change; research and submit to the Prime Minister for approval the National Program on urban construction, renovation, embellishment, reconstruction and urban development, urban infrastructure.

The Ministry of Agriculture and Rural Development shall preside over and coordinate with the People's Committees of provinces and cities in continuing to implement resolutions, plans, and programs on new rural areas, and take measures to develop the rural system according to the orientation of the Plan.
