Building Bac Ninh into an important stronghold, a pillar in Vietnam’s semiconductor industrial ecosystem
(BNP) - The Provincial People’s Committee issued Plan No. 92/KH-UBND to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and the Government’s Action Program on breakthroughs in the development of science, technology, innovation, and national digital transformation.

The plan sets out key and breakthrough tasks to build Bac Ninh into an important stronghold, a pillar in Vietnam’s semiconductor industry ecosystem, one of the leading training, research and development centers in the country. It focuses on building an innovation ecosystem, making a breakthrough in development to become an innovation center of the country and the region. At the same time, it promotes digital transformation associated with the development of digital government, digital economy, digital society, digital citizens, striving to quickly turn Bac Ninh into a “City for the future”, pioneering the use of digital technology and data to improve the effectiveness of social governance, solve urban challenges, promote Kinh Bac cultural identity, improve the quality of life of the people, promote rapid and sustainable socio-economic development.
The Chairman of the Provincial People’s Committee requested that the Departments, branches, sectors, People’s Committees of districts, towns and cities need to raise awareness, make breakthroughs in innovation of thinking, determine strong political determination, resolutely lead and direct, create new momentum, new spirit in the whole society in developing science, technology, innovation and digital transformation. They urgently and resolutely perfect institutions; eliminate all thoughts, concepts and barriers that are hindering development; turn institutions into a competitive advantage in developing science, technology, innovation and digital transformation.
Functional agencies increase investment, improve infrastructure for science, technology, innovation and digital transformation; develop the province’s connection network with domestic and foreign innovation and startup centers, focusing on strategic technologies and digital transformation; pilot the deployment of digital copies for at least 01 urban area (city, town) of the province that meets the conditions. At the same time, they will develop and promote high-quality human resources and talents to meet the requirements of developing science, technology, innovation and national digital transformation; increase investment, innovation, improve the quality of education and training; train managers, civil servants and public employees in the province on science, technology, innovation and digital transformation to meet assigned tasks in the new situation.
