Conference of working with units and enterprises on developing social insurance and health insurance participants in Bac Ninh city

Overview of the conference.

Attending the conference were leaders of a number of provincial departments, branches and sectors; leaders of the People's Committee of Bac Ninh city; representatives from units and enterprises in Bac Ninh city.

Currently, the Steering Committee is managing the collection of social insurance and health insurance for more than 6,300 units, with more than 401,000 employees. Of which, compulsory social insurance is more than 193,270 people, voluntary social insurance is more than 3,000 people, and health insurance is 398,400 people. The amount collected in the first 9 months of 2024 reached more than VND 4,511 billion; the total amount of late social insurance payment was more than VND 180 billion.

In addition, there are still some difficulties such as: the rate of participation in social insurance, health insurance, unemployment insurance remains low; the rate of late payment of social insurance, health insurance, unemployment insurance has decreased but is still high, there are still businesses that deliberately delay, delay payment, and evade paying social insurance. According to tax settlement data for 2023, Bac Ninh city still has 324 units, with 1,658 employees who have not participated in social insurance, health insurance and more than 2,000 units have not fully participated. Furthermore, many employers do not take compliance with the law on social insurance and health insurance seriously; many businesses are slow to pay, avoid paying social insurance, health insurance for employees, and do not pay at the prescribed level, affecting the settlement of social insurance, health insurance, and unemployment insurance regimes and benefits of employees.

At the Conference, delegates were informed by representatives from the Provincial Social Insurance, the Provincial Tax Department, the Department of Labor, Invalids and Social Affairs of Bac Ninh City and the Bac Ninh City Public Security about regulations on contributors, contribution levels, payment methods, and responsibilities for participating in compulsory social insurance and health insurance of employers and employees; benefits and rights of units, enterprises and employees when participating and paying social insurance and health insurance; instructions on reviewing and comparing participation data with tax data; regulations on labor, wages, labor contracts, and responsibilities for signing labor contracts.

The conference aims to help employers grasp the legal regulations on labor, social insurance, and health insurance to fully participate for employees.
