Prime Minister Pham Minh Chinh attends one year of Bac Ninh province's implementation of “Traffic Safety Province” initiative
(BNP) – On September 22, the Provincial Party Committee (PPC) and the Public Security Central Party Committee co-organized a Conference to review one year of the “Traffic Safety Province” (Conference) at the Provincial Police Command Information Center (Center). Member of the Politburo, Prime Minister (PM) Pham Minh Chinh attended and gave a speech at the conference.

Participants at the conference were Mr. Nguyen Van Thang, Member of the Party Central Committee, Minister of Transport and Standing Vice Chairman of the National Traffic Safety Committee; leaders of the Central Committees, Ministries and sectors; delegates from provinces and cities.

After more than 01 year of piloting the construction of “Traffic Safety Province”, Bac Ninh has achieved many outstanding results, gradually forming a traffic culture among Bac Ninh people, contributing to promoting sustainable socio-economic development, ensuring safety and happiness for the people.

Propaganda work was promoted and widely deployed, suitable for each target group. Traffic infrastructure was strengthened, many key projects were accelerated and completed, and many long-standing issues were overcome. Traffic organization work was carefully reviewed, black spots and potential traffic accident spots were thoroughly handled. The Provincial Public Security used advanced technologies such as an intelligent traffic command system, AI-based traffic violation detection and digital patrol management.

45,401 violations were recorded, resulting in fines totaling VND 103.5 billion (an increase of 101% compared to previous years). Particularly, 15,067 cases of alcohol concentration were fined (an increase of 146%), 6,377 cases of speeding were fined, an increase of more than 5 times. Therefore, the number of traffic accidents in the province had decreased by 16%, fatalities by 20%, and injuries by 19%.

At the conference, PM Chinh and delegates listened to an introduction to the Center and its features that meet the requirements, conditions, and connectivity with the Command Center of the Ministry of Public Security (MPS) according to the PM’s Project 165 in 2021.

Speaking at the conference, PM Chinh acknowledged and highly appreciated the MPS’s initiative on piloting the “Traffic Safety Province” model. As the first locality selected by the MPS for the pilot, Bac Ninh province has implemented this model with methods and steps appropriate to the context, situation and specific conditions in the area, thereby, achieving positive results, changing the face of traffic safety and order in the province, and contributing to protecting the people’s peaceful life. The PM commended and praised the efforts and important results achieved by the MPS, ministries, branches and localities in ensuring traffic safety and order in recent years, including outstanding achievements from the “Traffic Safety Province” model in Bac Ninh.

In the coming time, the PM requested that all levels, sectors and localities need to strengthen leadership, direction, inspection and supervision of the strict implementation of the Party’s guidelines and policies, the State’s policies and laws on ensuring traffic safety and order. Cadres, Party members, civil servants and public employees must be exemplary and actively encourage their relatives, families and people to comply with regulations on ensuring traffic safety and order, Chinh added.

The PM suggested that after the conference, the MPS, the Ministry of Transport, and Bac Ninh province should continue to summarize and perfect the “Traffic Safety Province” model. Agencies should research, calculate, and deploy the model with a roadmap, steps, and methods suitable to the situation and conditions of the country in general and localities in particular, he outlined.

PPC’s Secretary Nguyen Anh Tuan sincerely thanked the PM, leaders of the National Traffic Safety Committee, and the MPS for their attention to Bac Ninh province in the pilot implementation of building a “Traffic Safety Province” in recent times.
In the upcoming time, Secretary Tuan requested that departments, branches, localities and units would continue to implement the construction of a “Traffic Safety Province” according to the roadmap, with high political determination and perseverance. In addition, the functional agencies create a broader emulation movement, with rewards, penalties, reminders, and publicly announce the list of cadres, civil servants and public employees violating traffic safety order and handle them according to regulations, Tuan stressed.
