Evaluating results of implementing Ring Road 4, Bac Ninh province

(BNP) - On the afternoon of June 11, Mr. Nguyen Anh Tuan, Member of the Party Central Committee, Secretary of the Provincial Party Committee (PPC), Head of the Provincial Delegation of National Assembly Deputies and Head of the Provincial Steering Committee of the Ring Road 4 project - Hanoi capital region, passing through Bac Ninh territory, chaired a conference to evaluate the progress of the project in Thuan Thanh town.

Participants at the conference were Mr. Ta Dang Doan, Member of the Provincial Party Standing Committee, Secretary of the Bac Ninh City Party Committee; Mr. Ngo Tan Phuong, Vice Chairman of the Provincial People's Committee; leaders of relevant departments, sectors and localities.

For component project 1.3, the plan has been approved, 96% of the land area has been recovered, and the grave relocation has been completed. To date, the total disbursement value is VND 1,291/2,250 billion, reaching 57.4%. For high-voltage items from 110kV to 500kV, telecommunications, and clean water, contractor selection is expected to be completed in June; the unit will complete contract negotiations and start construction in June - July. For resettlement areas, 02/12 areas have been completing infrastructure, while 10/12 areas are being submitted for approval.

For component project 2.3, all 3 bidding packages (No. 14, 15 and 16) have approved construction drawing design documents and are promoting construction.

At the conference, representatives from departments, sectors and localities focused on clarifying problems regarding land allocated illegally, farm land, garden pond land in residential areas; arranging resettlement areas, quarry materials, foundation sand, transportation costs and construction access roads, waste disposal sites, concrete mixing plants, etc.

Concluding the conference, Secretary Nguyen Anh Tuan highly appreciated the efforts of the investor and contractor in accelerating the progress of project construction.

He requested that local leaders promptly resolve all problems to speed up project progress. He assigned the Department of Transport to synthesize and report specifically in writing. The Department of Natural Resources and Environment advises early on the arrangement of temporary houses, resettlement areas, and valuation of both ends once the bidding for the resettlement area project has been completed. Thuan Thanh Town completely resolves the farm land area and hands it over to the investor before June 30, and prepares a plan for the land area allocated without authority. Localities need to speed up the progress of technical infrastructure in resettlement areas. The traffic construction project management board must urgently complete the electrical relocation package, striving to start construction in June, creating a seamless construction site for the contractor, Tuan added.

For component project 2.3, the Secretary requested to urge construction, focus on human resources, and overcome difficulties in material prices and transportation costs to speed up progress.

Previously, the Secretary and the delegation inspected the construction site of package No. 14 in Dien Tien village, Nguyet Duc commune, Thuan Thanh town.
