Strengthening management and use of foreign labor in province

(BNP) - On December 12, the Provincial People's Committee held a conference on the management and use of foreign workers in the province. Vice Chairman of the Provincial People's Committee Le Xuan Loi chaired the conference.


Overview of the conference.

Implementing Decree No. 70/2023/ND-CP of the Government on amending and supplementing a number of articles of Decree No. 152/2020/ND-CP of the Government regulating foreign workers working in Vietnam and recruiting and managing Vietnamese workers working for foreign organizations and individuals in Vietnam, the Department of Labor, Invalids, and Social Affairs has approved the need to use foreign workers and granted work permits to foreign workers working in the province. Enterprises requesting work permits for foreigners are processed in a timely manner, with 100% of applications handled online through the province's public services.

To date, nearly 6,000 enterprises (mainly foreign-invested enterprises in industrial parks) have been certified for roles requiring foreign workers that are still legitimate. As of December 11, 2024, 14,688 foreign workers have been awarded, or extended work visas, while 876 confirmed that they were ineligible. Inspections and examinations are carried out regularly every year; in 2024, 9 enterprises were administratively fined with a total fine of more than VND 170 million.

At the working session, the delegation acknowledged the spirit of coordination, the initiative in plans, directions, and management of foreign workers of the provincial leaders and departments, branches, agencies, and units. At the same time, it pointed out the shortcomings, limitations, and complex issues in the management of foreigners that need to be learned from. From there, it will have closer guidance on the management of foreigners, especially the use of foreign workers who are not subject to licensing. Assign the provincial police to propose to the province how to handle illegal workers. Study and consider the harmony between interests from the perspective of law compliance.

On behalf of the provincial leaders, Vice Chairman of the Provincial People's Committee Le Xuan Loi thanked Director of A08 Pham Dang Khoa and the working group for pointing out the problems and shortcomings so that the province could direct and rectify the management of foreign workers better, in compliance with legal regulations. Based on the suggestions of the working group, the Department of Labor, Invalids and Social Affairs closely coordinated with the Provincial Police to continue to review and evaluate all enterprises... The current situation of foreign workers working in the province is advising on better and more effective management plans, in the spirit of creating favorable conditions for enterprises to use foreign workers but must comply with Vietnamese law.
