(BNP) - On the morning of April 1, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee Pham Hoang Son conducted a field survey to review the approval and adjustment of investment policies for two projects: The construction of Kim Chan bridge and its approach roads (linking PR.398 to PR.285B); and the expansion of the National Highway 1A (NH.1A) underpass at Area 5, Dai Phuc, Vo Cuong ward. Accompanying was Vice Chairman of the Provincial People’s Committee Ngo Tan Phuong, along with leaders of relevant departments, sectors, and local authorities.

According to the investment policy proposal, the Kim Chan bridge and approach roads project had an estimated length of approximately 2.94 km (including the 721.4-meter Kim Chan bridge). The starting point connected to the planned route within the Quang Chau 2 Industrial Park (Nenh ward); the endpoint intersected with PR.285B in Phuong Lieu ward. The project's total construction area was approximately 18 hectares, with an implementation period from 2026 to 2029.
Currently, the 2.016 km section on the south bank of Kim Chan Bridge shared a boundary with the Southeast New Urban Area - Sub-zone 1 project (proposed by the investor, Korea Land & Housing Corporation). Consequently, it was recommended that the province consider and decide on excluding this section from the bridge project's boundaries.

Following the field survey and briefing, Chairman Pham Hoang Son approved the policy to implement the projects immediately to ensure connectivity. He requested relevant departments and sectors to proactively work with the investor of the Southeast New Urban Area - Sub-zone 1 project to clarify investment policies and reach a consensus on the implementation plan, ensuring the southern approach road would be completed in synchronization with the bridge project.
Additionally, he directed agencies to continue a thorough review of the connecting road planning. Based on this, they were to calculate and propose the most optimal investment and technical design solutions to avoid waste and ensure compatibility with surrounding urban areas and the planned elevated railway.

Regarding the project to expand the NH.1A underpass at Area 5, Dai Phuc, Vo Cuong ward, the Chairman of the Provincial People’s Committee agreed to adjust the project's investment policy. Following the adjustment, the project would have a total length of approximately 1,273 meters across the main line and branches. The 810-meter main line would start at Nguyen Dang Dao street (Vo Cuong ward) and end at Tam Giang street (Nam Son ward). The road tunnel would intersect with NH.1A at Km137+360. The adjusted implementation period was set for 2026 - 2029./.
