Bac Ninh continues to build and promote role of intellectuals in new period

(BNP) - In recent times, Bac Ninh province has implemented many solutions to develop the intellectual workforce in both quantity and quality, contributing to promoting the overall development of the locality.


The courses for training, fostering, improving professional qualifications, skills, and soft skills for cadres, civil servants, and public employees are organized.

The province has issued a number of policies on selection, training and remuneration to attract highly qualified people, including excellent university graduates and young scientists to work in agencies, units and localities that are given special attention; implemented well the emulation and reward work; organized technical innovation competitions, promoted research, innovation and application of science and technology in labor and production; organized training courses, fostering and improving professional qualifications, skills and soft skills for cadres, civil servants and public employees... In the period of 2011-2020, the whole province sent more than 71,000 people for professional training; sent cadres to attend training courses on foreign languages, information technology; state management programs and 503 people for training and fostering abroad, including 30 people studying at postgraduate level.

Currently, the province has over 60,000 intellectuals working in Party, State, Fatherland Front Committee, and socio-political organizations, with about half of them holding a university degree or above. The number of intellectuals working in the field of science and technology is about 700 people. Furthermore, Bac Ninh has many highly qualified intellectuals working in industrial zones, making an important contribution to the socio-economic development of the province.

In order to continue building and promoting the role of the intellectual team to meet the requirements of rapid and sustainable national development in the new period, in Action Program 72-CTr/TU, the Provincial Party Executive Committee has set out specific goals, tasks and solutions to be implemented in the coming time.

In particular, the goal is to develop the intellectual team in terms of quantity and quality, especially the team of experts and leading scientists in key, important and new fields to meet the requirements of industrialization and modernization, ensuring the rapid and sustainable development of the province in the direction of developing high-tech science and technology fields, approaching the knowledge economy.

Among these, the goal is to develop the intellectual team in terms of quantity and quality; improve the quality of training; manage the quality of training, foster cadres, civil servants, and public employees according to job positions; strive for 100% of civil servants and public employees to be trained in knowledge and skills according to standards of ranks, professional titles, and job positions; 100% to meet and exceed the training standards of educational managers and teachers; at least 70% of vocational training institutions and 100% of training programs in key industries and occupations to meet quality assessment standards; strive for about 90% of training industries and occupations to have output standards built and updated according to the National Qualifications Framework; increase the rate of trained workers to 90%; about 90% of managers to be trained and fostered to improve modern management and administration skills.

The establishment of Goertek Vina Technical Technology Training Center contributes to the development of a core workforce with high expertise and qualifications for businesses in particular and Bac Ninh province in general.

To achieve the above goals, the Action Program sets out 5 tasks and solutions that need to be focused on. In particular, the focus is on innovating the training, fostering, using, rewarding and honoring intellectuals, and making good use of talents; focusing on building mechanisms, policies and investing resources to develop a number of universities and research institutions with sufficient capacity and conditions to play a core role in training, research, and contributions of intellectuals; having preferential mechanisms and policies in attracting, training, fostering, rewarding and rewarding talents, especially recruitment policies, salaries, and creating a working environment, focusing on good scientists with high professional qualifications; paying attention to building mechanisms and policies to support young intellectuals and female intellectuals; strengthening state management, perfecting the legal system, mechanisms and policies for intellectuals; increasing resources to build a proactive and active intellectual team to integrate internationally; improving the capacity for research and development, transfer and application of science and technology; creating conditions for scientists; building and developing an innovation ecosystem on the basis of promoting cooperation between enterprises and intellectuals, between economic groups and universities, research institutions and intellectual associations through the model of startup and innovation centers; strongly innovating the content and methods of operation of intellectual associations, especially the Provincial Union of Science and Technology Associations and the Provincial Union of Literature and Arts Associations in a practical direction, motivating and maximizing the role and great potential of intellectuals.
