Chairman of Provincial People’s Committee requests localities to complete compensation plans according to principle of paying immediately upon approval to construct provincial roads 295C, 285B, 277B

*The Van Ha bridge construction investment project connecting Van Ha commune, Viet Yen town (Bac Giang) with Hoa Long ward (Bac Ninh city) has a plan for the construction of the bridge and the approach roads at both ends of the bridge as follows: The bridge construction location is determined according to the adjusted Bac Ninh urban master plan and the Bac Ninh city urban zoning plan, connecting from Bac Ninh Quan Ho Folk Theater to Van Ha commune; the total length of the bridge is about 360m; the total width of the bridge is 12.0m; the total estimated investment is about VND 220 billion; expected to start construction in 2025 and be completed in 2026. The completed project will create conditions to promote economic, cultural and social exchanges, contributing to disaster prevention and rescue between the two provinces of Bac Ninh - Bac Giang.

Chairman Vuong Quoc Tuan assigned the Department of Transport to preside over and coordinate with departments, sectors, Bac Ninh City People's Committee and related units to review the proposed contents of the Bac Giang Provincial People's Committee; advise and propose contents under the authority of the Chairman of the Bac Ninh Provincial People's Committee and the Provincial People's Committee in accordance with the provisions of law. The Department shall report before December 10, 2024.

*On the same day, Chairman Vuong Quoc Tuan inspected the provincial roads 295C, 285B, 277B through Bac Ninh city and Yen Phong district, invested by the Bac Ninh Urban Development Management Board.

Bac Ninh city has completed the work of clearing agricultural land and moving graves.

For the recovered land area of ​​33,943 hectares in Yen Phong district, the District People's Committee has approved the compensation plan and support for land acquisition for agricultural land of 14/15 villages. Currently, 56 households have not received money; some villages are stuck with graves, leading to a lack of land to construct some sections of provincial roads of 277B and 285B. The Bac Ninh Traffic Construction Project Management Board has not yet handed over the land for provincial road 285B (from provincial road 295 to the new National Highway 3), so there is no land to construct 3.4 km of provincial road 285B.

Currently, the construction progress of provincial roads 285B and 295C (including the bridge item) has reached VND 275 out of 630.8 billion, accounting for 43.6% of the project value. Provincial Road 277B is continuing being constructed at locations where land is available.

The Chairman requested Bac Ninh city to actively propagate and mobilize households subject to relocation to move their assets before December 23 (lunar calendar); speed up resettlement arrangements for households in the spirit of creating the best conditions for people within the framework of legal regulations, in order to complete the project soon.

The Chairman assigned Yen Phong district to complete the approval of the compensation plan for households whose land was recovered by December 25. For households that have to be relocated, the district will soon arrange resettlement locations to ensure people's safety.

For the area of ​​graves, the Chairman asked local authorities to actively propagate and mobilize people, promote the sense of responsibility and exemplary role of cadres and party members, create the best conditions for people to move graves to new locations, ensuring humanity and consensus among the people.

The Chairman also requested the investor which is the Bac Ninh Urban Development Management Board to direct contractors to further speed up the construction progress of the sections with available land, not to delay the progress as before, and to ensure the overall progress of the entire road project.
