Conference on urging progress of investment project to build technical infrastructure for route H2 in Bac Ninh city held

Vice Chairman of the Provincial People's Committee Ngo Tan Phuong delivers a concluding speech at the conference.

The Chairman of the Provincial People's Committee approved the investment project to build the H2 route (Bac Ninh city) under the BT contract form in Decision No. 1684/QD-UBND dated December 2, 2010, with a total investment capital of approximately VND 663,118 billion. The project will be completed and handed over for use by May 31, 2026. To date, the investor has basically completed the construction work on the handed over area; the disbursement value reached 232,280 billion VND VND/663,118 billion.

The People's Committee of Bac Ninh City intends to hand over to the investor two counterpart land plots to exploit the value of land use rights, generating capital to pay for the BT project, including: a land plot of approximately 21.96 hectares at the Van An urban area project and Hoa Long ward; and a land plot of approximately 23.23 hectares at the Phong Khe, Khuc Xuyen, and Vo Cuong Wards. The City People's Committee is now organizing compensation and site clearance for the planned counterpart component in the Van An urban area.

The project is facing some difficulties and problems related to resettlement and slow site clearance, with compensation for an area of ​​over 11,000 m2 of residential land still pending; problems with the city's water supply system at the intersection of Au Co Street and H2 Street; recommendations to adjust the project's estimated value due to compensation for construction materials, steel sheet pile volume, transportation distance, etc.

Concluding the conference, Vice Chairman Ngo Tan Phuong urged investors to work with departments, branches, and the City People's Committee to remove roadblocks and accelerate project progress. The City People's Committee should strengthen propaganda and mobilization, persuade people to understand the law, and provide appropriate compensation in accordance with regulations for the people; if people continue to deliberately refuse to comply, it is recommended that steps be taken to submit to the competent authority for an enforcement decision.

The Vice Chairman assigned the Department of Natural Resources and Environment to review and advise the Provincial People's Committee to issue an adjusted land price list and supplement 2 resettlement projects, as a basis for the City People's Committee to organize the preparation of compensation and support plans according to regulations; the Department of Planning and Investment to preside over and coordinate with relevant departments and branches to guide the Bac Ninh City People's Committee and investors to review and program the appraisal of investment approval documents for the corresponding project according to the provisions of law and the Department of Transport coordinates with the Bac Ninh Clean Water Joint Stock Company to complete the water pipeline in the first week of December 2024... thereby accelerating the progress of the entire project.
