Meeting to urge progress of implementing investment project to build Ring Road 4 held
(BNP) - On March 11, Mr. Ngo Tan Phuong, Vice Chairman of the Provincial People’s Committee chaired a meeting to urge the progress of implementing the investment project to build Ring Road 4 - Hanoi Capital Region (section passing through Bac Ninh province).
Overview of the meeting.
According to the report of the Management Board of the Transport and Agriculture Project, up to now, the work of compensation, support, and site clearance of component project 1.3 has handed over 364 hectares (100%) of agricultural land and difficult-to-cultivate land; about 8.6 hectares of residential land, land sold without authority, and assets on land of 435 households have not yet handed over the site; localities have approved the compensation plan, are making payments and organizing the dismantling and relocation of assets. The relocation of all technical infrastructure items is expected to be completed in September 2025. For resettlement projects, 2 projects have been completed and 8 projects are under construction.
For component project 2.3, 33 construction teams are currently being arranged. The total construction value reached VND 627.83 billion (27.31%); of which, package 14 reached 36.19%, package 15 reached 26.62%, package 16 reached 20.67%. The disbursement value of construction output on site reached 308.72 out of VND 588.01 billion.
The project still faces problems with residential land, land allocated without authority, and disputed farm land that has not been handed over with a length of 4.7km; sand material sources are very scarce; some locations which have not yet moved infrastructure works directly affected the project’s construction progress.
Concluding the meeting, Vice Chairman Ngo Tan Phuong requested contractors of packages 15 and 16 (which are behind schedule) to seriously learn from experience and immediately set up a construction schedule according to the adjusted plan; take advantage of the weather and time to organize the weak ground treatment; enhance responsibility in ensuring construction materials and must gather enough at the construction site. He requested the consulting unit to urgently complete the design adjustment and supplementation so that contractors can organize the construction.
