Prime Minister works in Bac Ninh province

(BNP) - Within the framework of visiting and working in Bac Ninh province, Primie Minister (PM) of the Government Nguyen Xuan Phuc on February 12th had a working session with Bac Ninh’s key leaders on result evaluation of 20 years re-establisment (in 1997 – 2016 period).

Also joining the Delegation were Deputy Head of the Central Organization Commission Tran Van Tuy; Minister-Chairman of the Government Office Mai Tien Dung; Minister of Agriculture and Rural Development Nguyen Xuan Cuong; Minister of Natural Resources and Environment Tran Hong Ha and representatives from Central ministers, branches and sectors.
 
Welcoming and working with the Delegation were Secretary of Provincial Party Committee (PPC) Nguyen Nhan Chien; Permanent Deputy Secretary of PPC Nguyen Huu Quat; Chairman of Provincial People’s Committee Nguyen Tu Quynh; Deputy Secretary of PPC Nguyen Thi Ha; members of Provincial Party Standing Committee, Permanent Provincial People’s Council, Provincial People’s Committee, Provincial Fatherland Front and Province’s National Assembly Delegation; leaders of departments, branches, sectors, mass organizations, districts, town and city.

Secretary of PPC, Mr. Nguyen Nhan Chien reported generally the situation of economic – society – security – defense and the works of Party building and the reinforcement of the government, the Provincial Fatherland Front and mass organizations as well in the period of 20 years (1997– 2016), and orientations and tasks in the coming time. The report stated: Bac Ninh had basically become a modern industrialized province with the start of a purely agricultural one with many leading economic–social indicators nationwide, consists that economy scale ranks the 6th , per capita income ranks and value of industrial output and exports rank the 2nd, FDI attracting ranks the 5th with 935 projects and total capital of USD 12.6 billion (2016), budget revenue ranks the 10th, education universalization, the percentage of solid classrooms andnational standards schools rank the 1st, Provincial Competitiveness Index (PCI) has been in 10 best provinces for many years, Provincial Governance and Public Administration Performance Index (PAPI) ranks the 2nd.

Bac Ninh’s leaders proposed the Government to help Bac Ninh to become a centrally administered city 2022 with mechanisms of investment support in infrastructure development under the criteria of the municipalities, soon issues specific policies to facilitate high-tech agricultural development and allows Bac Ninh to expand VSIP 2, Golf Course Project, Racecourse and Entertainment Complex in Thuan Thanh district, builds up Smart City Project, establishes Public Administration Center,and accelerates some projects implemented by the central government in the province, etc.

Leaders of ministries and central agencies appreciated Bac Ninh’s results achieved after 20 years of re-establishment, and suggested a number of measures in order that Bac Ninh continues gain the breakthroughs in economic – social development in the near future.
 
The Prime Minister noted, praised the achievements of Bac Ninh gained through 20 years and stressed that the best lesson to get such the results is unity in the Party, government and people. However, he asked that Bac Ninh must not be subjective, self-satisfied, and frankly acknowledged the variety of weaknesses which need to be improved, for examples, economic development has not been substainable yet, service growth is still slow, the development of domestic economy sector is not proportional with the promotion of the advantages of the handicraft villages, supporting industries is still weak, transport infrastructure is not uniform, environment issues are unsound; food safety has risks, complaints and crowded denunciations arelatent, spiritual life for workers and the percentage of social housing is not high, etc.

Mr. Prime Minister affirmed that Bac Ninh need to reach a new level of the most developed province in the country, he suggestedBac Ninh need a clearer vision, focuses on consutruction planning of the city in the future as a leading metropolitan of capital region, researches model of high-tech agricultural production, to put Bac Ninh into the capital of electronics manufacturing in Asia, etc.The best measure ismakingthe Party, the government and the political system strong, integrity to serve the people. Besides,Bac Ninh has to ensure security, create a safe environment for businesses and people for investment, production, and well implement the Government's Resolution 01 along with the development. Particularly, the province has to interest in solving the challenges of sustainable development and environmental protection (especially the environment of handicraft villages), coherence between local and FDI enterprises, quality of human resources and the issues raised during the strong urbanization, etc.

For the vision of Bac Ninh, Mr. Nguyen Xuan Phuc oriented that Bac Ninh should strive to become a symbol for strong transformation of Vietnam in the field of high-tech electronics industry in particular and the creative economy in general in ASEAN and Asia. In next 10 years, Bac Ninh will continue to be one of the richest provincesin whole nation, towards to beone of 200 most innovative cities worldwide with the model of fast and sustainable development while preserving and promoting the values ​​of unique cultural identity of Kinh Bac. The Prime Minister expressed his confidence that Bac Ninh city would surely bea municipality by 2022 based on the tradition of solidarity, achievements and experience gained though recent 20 years.

For the recommendations of the province, the Prime Minister basically agreed on the policy and assigned to relevant ministries to research, review, evaluate and support Bac Ninh in prescribed implementation.

On this occasion, Prime Minister Nguyen Xuan Phuc awarded the Recognition Certificate for completionNew Countryside Program to Tien Du districtand Tu Son town at district level.
