(BNP) - On July 28, 2025, the Bac Ninh Provincial Party Committee issued Plan No. 11/KH-TU of the Provincial Party Standing Committee to implement Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development (PED).

The plan aims to thoroughly grasp and effectively implement Politburo Resolution No. 68-NQ/TW as well as raise awareness of the political system and society about the importance of the private sector in socio-economic development. Specify goals, tasks and solutions suitable to the practical situation of the province; protect the legitimate rights and interests of enterprises and entrepreneurs; ensure a fair competitive environment among economic sectors in accessing capital, land, technology, human resources, data and other legitimate resources; enhance trust between the State and the private sector.
The strategy intends to properly understand and efficiently implement, as well as to promote awareness within the political system and society about the importance of the private sector in socioeconomic development.
The plan aims to have 85,000 enterprises operating in the economy by 2030, an average of 21.5 enterprises/thousand people. At least two big enterprises participate in the global value chain, and 15 private corporations are among the 500 largest enterprises in Vietnam. The private economic sector has an average growth rate of 13-14% per year, accounting for 55-58% of the province's GRDP. The private economic sector accounts for 35-40% of total provincial budget revenue, employing 84-85% of the workforce; labor productivity rises by an average of 10-12% every year. Investment capital in the private economic sector accounts for 38-40% of overall social investment capital.
By 2045, the province strives to have about 160,000 enterprises operating in the economy, contributing about 60% of the province's GRDP.
