(BNP) - At the 3rd session, the 20th Provincial People's Council approved the Resolution on adjusting the Bac Ninh Provincial Master Plan for the 2021 - 2030 period, with a vision to 2050. This is an important basis to concretize new guidelines and development orientations after the rearrangement of administrative units, creating space and momentum to bring Bac Ninh to become a centrally run city before 2030.
Striving by 2030, building Bac Ninh into an important economic growth pole of the North and the whole country with a green, clean, and modern industry-service sector based on the knowledge economy, science and technology, innovation, and digital transformation.
Accordingly, the scope of the master plan adjustment covers the entire mainland territory of Bac Ninh province with a natural area of 4,718.31km², including 99 commune-level administrative units (33 wards and 66 communes).
The general goal by 2030 is to build Bac Ninh into a centrally run city; an important economic growth pole of the North and the whole country with a green, clean, and modern industry-service sector based on the knowledge economy, science and technology, innovation, and digital transformation. The province strives to have a synchronous and modern economic and social infrastructure system with inter-provincial, inter-regional, and international connectivity; ensure national defense and security; and comprehensively improve the quality of life for the people.
Regarding specific targets, the province strives for an average GRDP growth rate of 11 - 13% per year during the 2026 - 2030 period; per capita GRDP at current prices by 2030 reaching about 9,200 - 10,000 USD; the proportion of the digital economy's value added in GRDP reaching 45% or more; total investment capital realized in the area during the 2026 - 2030 period reaching about 2,500 trillion VND; total import and export turnover during the 2026 - 2030 period reaching about 1.1 trillion USD; and the urbanization rate by 2030 reaching 65%.
In the social field, striving by the end of 2027 to have no more poor households according to the multidimensional poverty line of the 2021 - 2025 period; the rate of trained labor reaching over 90%; the rate of the population participating in health insurance by 2030 reaching 100%; completing 135 thousand social housing units; and the rate of the population using clean water through centralized water supply systems reaching 96.4%, etc.
Vision to 2050, Bac Ninh is oriented to become a model of a green, civilized city bearing the deep cultural identity of Kinh Bac, with modern transportation infrastructure, a high quality of life, and a liveable city reaching Asian regional standards. The economy will operate under the model of a digital economy, green economy, and circular economy; science, technology, and innovation will be the main growth drivers; and a leading electronic industrial center in the region as well as a modern aviation hub in the Asia-Pacific will be formed. Along with that, it will become a growth pole and dynamic urban area, making important contributions to the strategic vision of Vietnam as a strong, prosperous, and happy nation; a developed, high-income country with a full, synchronous, and modern socialist-oriented market economic institution, and a fair, democratic, and civilized society; and social governance based on a complete digital society platform.
The adjusted master plan identifies 4 strategic breakthroughs consisting of: Perfecting the development institution; building a synchronous and modern infrastructure system; accelerating science and technology, innovation, and digital transformation; and developing high-quality human resources.
In addition, the province's development orientation focuses on important sectors: Industry, trade-services; Agriculture, forestry, and fisheries; Science and technology, innovation, and digital transformation. In particular, industrial development is geared towards a modern, high-tech, and environmentally friendly direction, associated with the development of synchronous and modern economic zones, industrial parks, and industrial clusters.
At the same time, building Bac Ninh towards becoming an international-caliber trade and service center, meeting the goals of sustainable and modern urban development. Developing the agricultural economy towards large-scale, modern, and sustainable commodity production, focusing on improving quality, value added, and strengthening linkages along the sector value chain. Taking science and technology, innovation, and digital transformation as the fundamental pillar and driver to promote growth in depth, etc.
Particularly, the master plan also determines the development of a synchronous, modern, and multi-modal transport infrastructure network, ensuring close connection with the national transport system and inter-regional economic corridors, meeting the requirements of socio-economic development and ensuring national defense and security. Many strategic and breakthrough infrastructure works and projects include: Gia Binh International Airport, Ring Road 4, Ring Road 5, the route connecting Gia Binh airport with Hanoi; national railways, high-speed railways, and urban railways, etc./.
