(BNP) - The Provincial People's Committee issued Plan No. 39/KH-UBND to implement Conclusion Notice No. 17-TB/CQTTBCĐ dated December 29, 2025, of the Standing Agency of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation; Resolution No. 11/NQ-CP dated January 14, 2026, of the Government; and Plan No. 13-KH/TU of the Provincial Party Committee.

The plan aims to continue to thoroughly understand and effectively implement the viewpoints, objectives, tasks, and solutions of Resolution No. 57-NQ/TW, the action programs of the Government and the province, thereby identifying science and technology, innovation, and digital transformation as important breakthroughs and the main driving force for socio-economic development of Bac Ninh province in the new period.
According to the Plan, Bac Ninh province aims to make science and technology, innovation, and digital transformation the main driving force for reforming governance methods, enhancing competitiveness, and improving the quality of growth. The province focuses on building an innovation ecosystem; developing a modern, transparent, and efficient digital government, digital economy, and digital society; and building a unified, secure digital infrastructure and platform that ensures interoperability, sharing, and efficient data exploitation. The goal is to place Bac Ninh among the leading provinces and cities nationwide in the Provincial Competitiveness Index (PCI), Provincial Innovation Index (PII), Digital Transformation Index (DTI), and Total Factor Productivity Index (TFP).
To achieve this goal, the Plan outlines several key tasks and solutions. In particular, the province will focus on strengthening the leadership and guidance of all levels and sectors; enhancing the effectiveness of the Provincial Steering Committee on Science and Technology Development, Innovation, and Digital Transformation; researching the establishment of a Provincial Advisory Council on Science and Technology Development, Innovation, and Digital Transformation; and linking implementation results with the evaluation, ranking, emulation, and reward of officials and public employees.
Raising awareness through communication and communication is identified as a continuous task, utilizing diverse forms across various media and digital platforms. The plan emphasizes the continued widespread implementation of the "Digital Literacy Movement" and the "Pioneering Party Members Learning Digital Skills" movements, contributing to unity in awareness and action across the entire political system and among the people.
The plan also stresses the need to improve local mechanisms and policies, mobilize and effectively utilize resources for the development of science and technology, innovation, and digital transformation; accelerate administrative reforms, encourage public-private partnerships; focus on developing digital infrastructure, especially 5G telecommunications infrastructure, data infrastructure, and shared digital platforms; build smart cities, develop data centers, and concentrated information technology zones.
In addition, the province focuses on developing a startup and innovation ecosystem; promoting linkages between businesses, scientists, and research institutions; supporting the commercialization of research results; and developing the science and technology market. At the same time, we must strengthen training and attract high-quality human resources, especially in strategic technology fields, digital transformation, artificial intelligence, and the digital technology industry.
