Bac Ninh maintains top 5 nationwide for service quality for citizens and businesses in 1st quarter of 2026

(BNP) - Bac Ninh continues to affirm its position among the leading localities nationwide in terms of service quality for citizens and businesses regarding the resolution of administrative procedures and the provision of online public services.

As of March 30, 2026, Bac Ninh scored 96.01/100 points on the index for Monitoring, Evaluation of Administrative Procedure Reform and Service Quality. The province ranked 5th out of 63 provinces and cities nationwide (an increase of 0.28 points compared to the previous month). This represented the highest score in the first quarter of 2026, marking an impressive growth leap from 26th place in early January to the top 5 by the end of March, with a total increase of over 11 points.

Regarding component indices, Bac Ninh achieved perfect scores in three categories: Publicity and Transparency; Online Payment; and Level of Satisfaction from citizens and businesses. The progress rate for processing procedures reached 97.6%, higher than the national average, while the document digitization rate exceeded 93%, maintaining a stable upward trend.

However, the online public service index, at 83.3%, remained an area requiring further improvement to enhance overall service quality.

Clear improvements in provincial departments and sectors

In March 2026, 11 out of 13 departments and sectors (85%) scored over 90 points. Notably, the Department of Construction made a significant breakthrough, increasing by more than 24 points to rank 3rd in the block, thanks to the synchronous completion of data integration with central systems.

The Department of Ethnic and Religious Affairs continued to lead with 95.33 points, while the Industrial Zones Authority maintained its stability within the top 3.

Conversely, some units saw a decline. The Department of Culture, Sports, and Tourism fell to the bottom of the rankings due to a high rate of overdue files, and the Department of Education and Training saw a sharp decrease in its online payment index.

100% of communes and wards score above 90 points

At the grassroots level, all 99 out of 99 communes and wards in the province scored above 90 points, fulfilling the goal of the 1st quarter. The average score reached 94.26 points, an increase of more than 1 point compared to the previous month.

Hop Thinh commune led the province with 95.75 points. Overall, the gap between localities had narrowed significantly, demonstrating uniformity in the quality of administrative procedure resolution. However, some units still need to address limitations, primarily in online payments and document digitization.

In the 1st quarter of 2026, the entire province received nearly 597,000 administrative procedure files. The rate of on-time and ahead-of-schedule processing reached over 98% at both provincial and communal levels. The rate of online submissions ranged from 91% to 94.5%, reflecting the effectiveness of digital transformation efforts.

Overcoming difficulties to aim for the top position

Despite these achievements, Bac Ninh still faced challenges, particularly in data synchronization between local systems and central ministries, as well as the transition of the National Public Service Portal to the National Data Center.

In the coming period, the province aimed to maintain its position in the national top 5 while striving to reach the leading position. Key tasks included increasing the online payment rate, accelerating document digitization, resolving pending files, and perfecting the connection and synchronization of data with central systems./.
