According to the Plan, Bac Ninh province aims to accelerate the transition of its entire Internet infrastructure to operate on the IPv6 platform, moving towards phasing out the use of IPv4 to develop a modern, secure digital infrastructure that meets the requirements of digital transformation and digital economic development. By 2029, the IPv6 usage rate in the province will reach 100%, placing Bac Ninh among the top 10 localities nationwide in transitioning to IPv6 and deploying IPv6 only.
Specifically, by 2026, agencies, units, and businesses in the province will develop a roadmap and plan for transitioning networks and services to IPv6-only; pilot IPv6-only network models in government agencies, businesses, and industrial parks; and strive for a province-wide IPv6 usage rate of 75%.
In the 2027-2028 period, the province will focus on expanding IPv6-only deployment on a large scale for core networks, mobile networks, WiFi access networks, fixed and mobile broadband networks; ensuring that 100% of telecommunications and Internet businesses have network infrastructure that deploys IPv6-only for their networks and services. Simultaneously, new systems such as IoT, 5G, 6G, industrial Internet, data centers, and cloud services will be required to support IPv6-only from the outset. The province-wide IPv6 usage rate is expected to reach approximately 90% by 2028.
By 2029, Bac Ninh will implement IPv6-only synchronously across its entire Internet infrastructure; 100% of government agencies, telecommunications enterprises, data centers, cloud services, and online content providers will switch to operating entirely on IPv6. IPv6 services will be provided by default and stably to citizens and businesses; the province-wide IPv6 usage rate will reach 100%.
The plan also emphasizes the requirement to transition to IPv6-only according to a suitable roadmap, prioritizing core networks, mobile networks, government agency systems, fixed broadband networks, and shared digital platforms; strengthening human resource training, communication to raise awareness, and ensuring network security during the transition process.
The Provincial People's Committee assigns the Department of Science and Technology as the lead agency to advise and organize the implementation of the Plan; coordinating with departments, localities, telecommunications enterprises, and the Vietnam Internet Center to supervise, guide, and monitor the implementation. Departments, agencies, commune-level People's Committees, and relevant businesses are responsible for implementing the IPv6 transition according to the planned schedule, ensuring progress, efficiency, and information system security throughout the province.
