(BNP) - On the morning of November 11, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee chaired the online conference of the 3rd meeting of the Steering Committee on housing policy and real estate market.

Attending at the Bac Ninh’s venue were Mr. Pham Van Thinh, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation; leaders of a number of departments, branches and sectors.
According to the report of the Ministry of Construction, up to now, the whole country has 696 social housing projects being implemented with a scale of 637,048 units. Of which, 191 projects have been completed, with a scale of 128,648 units; 195 projects have started construction, are being implemented with a scale of 123,057 units; 310 projects have been approved for investment, with a scale of 385,343 units.
Thus, the number of projects completed, started construction, and approved for investment by 2025 has reached 60% of the target set out in the Project (investment in construction of about 1,062,200 units).
Also according to the report, out of 123,057 units under investment, in the first 10 months of 2025, 82 projects with 89,888 units have been started. To date, 61,890 units have been completed, and it is expected that 29,692 more units will be completed by the end of 2025. According to statistics, localities will meet or exceed the assigned targets such as: Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Hue, Bac Ninh, Nghe An, Phu Tho provinces... Localities that are unable to complete the targets include: Can Tho City, Son La, Ha Tinh, Lang Son, Lam Dong, Gia Lai, An Giang provinces...
In Bac Ninh, according to Decision No. 444/QD-TTg dated February 27, 2025 of the Prime Minister, Bac Ninh province was assigned to complete 15,929 social housing units in 2025 and more than 135,000 units by 2030. As a result, up to now, the province has been implementing 78 social housing projects with a total area of about 267.38 hectares, floor area of about 9.28 million square meters, expected to have about 104,500 apartments when completed (in the period 2021 - 2025, about 25,000 apartments have been completed).
From the beginning of the year to November 2025, Bac Ninh province has completed an additional 13,689 apartments, reaching about 86% of the target assigned by the Prime Minister in 2025. 3 projects are under construction, the number of apartments registered to be completed by the end of the year is 2,596. Thus, it is expected that by the end of this year, the province will basically complete the social housing target assigned by the Prime Minister.
In his opening remarks, Prime Minister Pham Minh Chinh emphasized that the viewpoint of our Party and State is to make progress, social justice, constantly improve people's lives, ensure citizens' right to housing; in which housing development is an important pillar of social security policy and promote socio- economic development with the viewpoint of not sacrificing progress, social justice, social security in exchange for mere economic growth. Therefore, housing policy must be considered a citizen's right.
The Prime Minister stated that we are in a period of acceleration, breakthrough, and completion of goals and targets for 2025 and the entire term, in which the real estate market is an important channel for capital mobilization and allocation, with great spillover effects to other economic sectors, promoting growth, contributing to the country's rapid and sustainable development.
The Prime Minister requested ministries, branches and localities to review assigned tasks, clearly identify what has been done, what is slow to be implemented, what is not yet completed, what is still stuck and key solutions to remove them.
He also asked agencies and management units to must focus on doing a good job of confirming beneficiaries, avoiding policy exploitation.
The Prime Minister requested all relevant entities to make efforts, be proactive, and have high determination, among which, the State must create, enterprises must take the lead, and the public and private sectors must work together to develop a healthy and sustainable real estate market, contributing to stabilizing the macro-economy, ensuring social security, a prosperous country, and happy people./.
