Bac Ninh Provincial People's Committee issued Document No. 161/KH-UBND on 5-year socio-economic development plan, period 2021 - 2025.
During the 2021-2025 period, Bac Ninh province faced more difficulties and challenges than advantages. However, thanks to the focused leadership and guidance of Party committees at all levels and the decisive involvement of the government at all levels, the province's socio-economic development achieved many important accomplishments over the past five years; its strength and position have continuously improved. The economy recovered after the Covid-19 pandemic; the economic scale expanded; and many important indicators ranked among the top in the country. The economic structure shifted in a positive direction; foreign direct investment increased rapidly. State budget revenue remained stable, meeting local expenditure needs and contributing to the central government. Many large-scale key projects were implemented and completed, contributing to socio-economic development and transforming the landscape from urban to rural areas.
Significant progress has been made in the cultural and social fields; social welfare policies have been effectively implemented; and the people's living standards have improved remarkably. The restructuring and streamlining of the organizational apparatus, the merger of provincial-level administrative units, the elimination of district-level units, the merger of commune-level units, and the establishment of two-tiered local government have been carried out seriously, operating effectively and efficiently. National defense has been maintained, political security and social order have been ensured; foreign relations have been strengthened; and the role and position of the locality continue to be affirmed.
For the next five years, from 2026 to 2030, Bac Ninh province will continue to leverage its existing strengths and overcome existing shortcomings and limitations. In particular, it will focus on developing Bac Ninh into a centrally-governed city; a growth hub for the North and the entire country, with a green, clean, and modern industrial and service sector based on a knowledge-based economy, science and technology, innovation, and digital transformation; and a synchronous, modern socio-economic infrastructure system connecting provinces, regions, and internationally.
Simultaneously, the province will continue to inherit and promote the valuable and modern traditional culture and revolutionary history, creating important momentum for realizing its development aspirations in the new era. It will ensure national defense, security, and social order and safety, creating a stable and attractive investment and business environment. It will comprehensively care for and improve the quality of life and happiness of its people.
Accordingly, to lay the foundation for achieving the goals effectively and in accordance with regulations, the province focuses on improving the quality of planning work and perfecting institutions; developing the economy by restructuring the economy and establishing a new growth model based on science, technology, innovation, and creativity. In addition, it mobilizes and effectively utilizes resources for development. It strengthens the management and exploitation of resources, protects the environment, and responds to climate change; comprehensively develops education, health, and culture, ensuring social security. It also enhances the capacity and efficiency of the government apparatus at all levels; and strengthens national defense and foreign relations.
