(BNP) - Deputy Prime Minister Mai Van Chinh signed Decision No. 42/2025/QD-TTg promulgating the national criteria set on comprehensive cultural development at all levels for the 2025-2030 period.
Criteria for comprehensive cultural development at the commune level for the period 2025 - 2030:
- Behavioral culture in the community;
- Information, communication, cultural education;
- Prevention and control of domestic violence;
- Cultural facilities at the grassroots level;
- Cultural activities at the grassroots level;
- Cultural heritage;
- Digital transformation, digital data;
- Cultural management human resources;
- Cultural industry development;
- Improving the effectiveness of Program implementation.
Criteria for comprehensive cultural development at the provincial level for the period 2025 - 2030:
- Family;
- Cultural facilities;
- Cultural and artistic activities;
- Digital transformation, digital data, science and technology;
- Human resources in the cultural sector;
- Cultural industry;
- Improving the effectiveness of the Program implementation.
Within 90 days from the effective date of this Decision, relevant ministries and central agencies shall, based on their assigned functions and tasks, announce specific targets and issue implementation instructions for the criteria and targets of the National Criteria Set on Comprehensive Cultural Development at all levels for the period 2025 - 2030, ensuring consistency, synchronization, feasibility, and suitability with actual conditions.
The Ministry of Culture, Sports and Tourism shall guide the consideration and recognition of localities meeting comprehensive cultural development standards; appraise dossiers for consideration and recognition of provinces and centrally run cities meeting comprehensive cultural development standards at the request of the Provincial People's Committee; preside over and coordinate with relevant ministries and central agencies to guide the content of a number of criteria on comprehensive cultural development at the commune level. At the same time, annually organize inspections and supervision of the implementation of the set of criteria for comprehensive cultural development at all levels.
The Ministries of Home Affairs, Public Security, National Defense, Education and Training, Industry and Trade, Health, Agriculture and Environment, based on their assigned functions and tasks, preside over and coordinate with the Ministry of Culture, Sports and Tourism to issue implementation instructions for the criteria and indicators managed by the Ministry under the national set of criteria for comprehensive cultural development at all levels for the period 2025 - 2030.
The People's Committees at the provincial level shall proactively specify the criteria and indicators for communes, wards and special zones for comprehensive cultural development according to assigned tasks; Based on the guidance of the above-mentioned ministries and central agencies, specific regulations for groups of communes, wards and special zones are made in accordance with the actual conditions, cultural characteristics and socio-economic development needs of the locality, ensuring that the standard level is not lower than that prescribed by the central government.
The Chairman of the provincial People's Committee shall organize the appraisal of dossiers, consider, recognize and decide to recognize communes, wards and special zones that have met the standards of comprehensive cultural development at the request of the commune-level People's Committee.
The set of national criteria for comprehensive cultural development at all levels for the period 2025 - 2030 within the framework of the National Target Program on Cultural Development for the period 2025 - 2035 to implement the Party and State's guidelines and policies on cultural development and building Vietnamese people in life. Respond promptly to the requirements of the cause of building, protecting and sustainably developing the country, contributing to arousing the aspiration for development, fostering national spirit and making culture not only truly become a solid spiritual foundation of society, but also an important endogenous resource, directly promoting the process of rapid and sustainable socio-economic development, ensuring national defense, security and deep international integration of the country in the new period.
