Opening of 8th session of 19th People's Council of Bac Ninh province, term 2021 - 2026

(BNP) - On the morning of December 9th, at the Provincial Conference Center, the 8th session of the 19th People's Council of Bac Ninh province, term 2021 - 2026 (the regular year-end session) officially opened. The session was chaired by Chairman of the Provincial People's Council Nguyen Viet Oanh; Standing Vice Chairwoman of the Provincial People's Council Tran Thi Hang; Vice Chairwoman of the Provincial People's Council Lam Thi Huong Thanh; Vice Chairman of the Provincial People's Council Nghiem Xuan Huong; and Vice Chairman of the Provincial People's Council Nguyen Anh Tuan.

Attending the session were Mr. Nguyen Hong Thai, Secretary of the Provincial Party Committee; Ms. Nguyen Thi Huong, Standing Deputy Secretary of the Provincial Party Committee; Mr. Nguyen Viet Oanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Pham Hoang Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Tran Huy Phuong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Party Committee's Inspection Committee; Mr. Tran Van Lam, full-time member of the National Assembly Delegation Work Committee (15th term); together with members of the Provincial Party Committee Standing Committee; Vice Chairmen of the Provincial People's Council and People's Committee; members of the Provincial People's Committee; leaders of central agencies located in the area; leaders of departments, branches, agencies, units, and organizations of the province; leaders of communes, wards and delegates of the People's Council of Bac Ninh province, term XIX, 2021 - 2026.

Speaking at the opening of the session, Chairman Nguyen Viet Oanh emphasized that this is a session with many special and extremely important points: It is the first regular session after Bac Ninh province was established and switched to operating under the 2-level local government model, and is also the last regular session of the 2021 - 2026 term, before entering a new journey, a new development stage.

This session takes place right after the success of the 1st Provincial Party Congress and the district-level Congresses for the 2025-2030 term. The session will review and comprehensively assess the situation in 2025 and the entire 2021-2025 period; discuss and resolve tasks and solutions for 2026 to create a foundation to realize the goal of turning Bac Ninh into a centrally-run city before 2030.

At the session, the Provincial People's Council will discuss and approve 49 important draft resolutions on socio-economic development for the period 2026-2030; budget and finance; social security policies; agricultural development; land price list; mechanisms to support ethnic minority areas; high-quality education, etc. At the same time, the Provincial People's Council will dedicate a significant amount of time to the question-and-answer session, focusing on difficulties and obstacles in the implementation and operation of the two-tiered local government system.

On behalf of the Standing Committee of the Provincial People's Council, Mr. Nguyen Viet Oanh asked the delegates to uphold the spirit of responsibility, democracy, intelligence, and discuss frankly to contribute to perfecting policies and meeting the expectations of voters and people.

At the meeting, Vice Chairman of the Provincial People's Committee Dao Quang Khai reported on the socio-economic development situation in 2025; goals, tasks, and main solutions for socio-economic development in 2026.

The economy continued its high growth momentum; GRDP is estimated to increase by 10.27%, placing it among the leading localities nationwide; GRDP per capita reached US$5,852 per year. State budget revenue reached VND 72,497 billion, equivalent to 127.6% of the projected figure; import and export turnover reached USD182 billion, accounting for approximately 20% of the country's total import and export turnover. Industry continued to play a pivotal role with the expansion of investment by large corporations; Bac Ninh gradually affirmed its position as a center for electronic component production and is progressively forming a semiconductor chip packaging and testing center for the region. Investment attraction reached over USD18.6 billion, with FDI ranking third nationwide.

The New Rural Development Program continues to receive attention and implementation; to date, 51 out of 66 communes in the province have met the new rural development standards, and 5 communes have met the advanced new rural development standards. The OCOP program has achieved outstanding results with 720 products achieving 3-star rating or higher. Tourism has recovered strongly, with the province welcoming 6.3 million visitors. Cultural, artistic, and sports activities have been organized in a rich manner, effectively serving political tasks and meeting the cultural needs of the people.

The education and training sector continued to maintain high achievements; the quality of mass and key education was among the top in the country. Social security, poverty reduction, and care for policy beneficiaries were implemented promptly; the program of "eliminating temporary and dilapidated houses" and "building social housing by 2025" basically completed the set goals. National defense and security were consolidated; social order and safety were maintained; the work of receiving people, resolving complaints and denunciations achieved positive results.

Regarding the direction for 2026, the Provincial People's Committee aims for socio-economic development with a proactive and breakthrough spirit; striving for a GRDP growth rate of 11% or higher; accelerating the transformation of the growth model towards a digital economy and a green economy; effectively exploiting opportunities from the reorganization of administrative units to create new development spaces; and continuing to mobilize and effectively utilize social resources.

According to the meeting agenda, after the opening, delegates listened to the reports: Report on the situation and results of crime prevention and control and law violations in 2025; directions and tasks in 2026. Report on the situation and results of public reception and complaint and denunciation settlement in 2025; tasks and measures for implementation in 2026.
