(BNP) – At noon on October 8, Politburo Member and Permanent Deputy Prime Minister Nguyen Hoa Binh inspected the recovery efforts following heavy rain and flooding in Bac Ninh province.

Joining the delegation were Acting Minister of Agriculture and Environment Tran Duc Thang; Senior Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army.
The leaders of Bac Ninh province accompanying the delegation were Secretary of the Provincial Party Committee Nguyen Hong Thai; Chairman of the Provincial People's Committee Vuong Quoc Tuan; Chairman of the Provincial People's Council Nguyen Viet Oanh.

Tien Luc Commune has a 16-kilometer-long embankment along the Thuong River. Due to the impact of Storm No. 11, localized flooding occurred in the commune starting on the morning of October 7. By the afternoon, river water had overflowed most of the embankment, causing flooding in 10 out of the commune’s 61 hamlets.
At 2:00 AM, a section of dike in Tien Luc commune gave way. Authorities swiftly completed temporary repairs and reported that no lives were lost.

In Yen The Commune, heavy rainfall caused flooding in nearly all hamlets. Although the water has temporarily receded, as of the morning of October 8, Lien Co Hamlet remains isolated due to rising, fast-flowing waters, preventing authorities from reaching 15 households that have not yet been evacuated.
In Phuc Hoa Commune, at around 10:00 p.m. on October 7, the Thuong River rose significantly, posing a risk of overflow at several sections of the right Thuong dike. By 10:00 a.m. on October 8, the commune had mobilized over 4,000 woven bags, more than 1,000 meters of plastic sheeting, over 1,000 cubic meters of soil, 150 officers, soldiers, and militia members, along with more than 600 local residents, to reinforce nearly 3.5 kilometers of the right Thuong dike. The overflow points were promptly handled, ensuring the safety of people and property.

Visiting and giving gifts to encourage people in Tien Luc, Yen The and Phuc Hoa communes, Permanent Deputy Prime Minister Nguyen Hoa Binh shared the difficulties and losses of people caused by storm No. 11. He commended and highly appreciated the Party committees and authorities at all levels, functional forces of Bac Ninh province, especially the military and police forces, who have made every effort with the people to respond to and overcome the consequences of floods, thereby minimizing human and property losses caused by floods.
In the immediate future, the Permanent Deputy Prime Minister requested that the Party Committees and authorities at all levels of Bac Ninh province continue to immediately deploy urgent measures to prevent and control floods according to the warning level.

He urged local governments to improve information, communication, warning, and forecasting efforts for individuals, communities, and companies in order to proactively respond to and overcome the effects of storms and floods, therefore limiting flood damage.
He also requested the authorities to urgently support people affected by floods and storms, quickly stabilize their lives, activities and production, especially pay attention to ensuring hygiene after the flood, providing electricity, domestic water and raw materials for production to people affected by storms and floods; have a plan to raise the level of the dike after the recent historic flood to ensure the safety of the dike system, serving the task of socio-economic development of the locality.
