Provincial Cooperative Union needs to promote its core role in consulting and supporting cooperatives to improve production and business efficiency

(BNP) - On the afternoon of December 3, the Provincial Cooperative Union summarized the Project to Support the development of cooperative models applying 4.0 technology in managing and operating production and business activities and the model of high-tech start-up agricultural cooperatives in the period 2021-2025 and the Project to Support the improvement of management capacity and efficiency of accounting and auditing activities in cooperatives in the period 2022-2025 and vision to 2030".

Attending the conference were Mr. Phan The Tuan, Vice Chairman of the Provincial People's Committee; leaders of a number of relevant departments, branches, and typical communes, wards, and cooperatives in the province participating in the implementation of the 2 Projects.

After nearly 5 years of serious implementation and with the attention and facilitation of local departments and branches, and the support of cooperatives, many contents of the 2 projects have basically completed the set goals. Implementing Project 4.0 and start-up, the Provincial Cooperative Union coordinated to build App software to serve the management and operation of production and business activities installed on smart devices applied to 5 pilot models and replicated to more than 40 cooperatives. In addition, 9 types of machinery were supported for 5 cooperatives with a total cost of VND2.5 billion; attracting 17 young workers who have been trained with a cost of nearly VND 1.3 billion to work at cooperatives; supporting product sales on domestic and international e-commerce platforms with a total cost of VND 600 million...

For the Project to Support the Improvement of Management Capacity and Efficiency of Accounting and Auditing Activities in Cooperatives, many training courses on the new Law on Cooperatives, cooperative management plans, accounting and auditing practices have been organized for staff and supervisory boards in cooperatives participating in the project and other cooperatives in the province; software support for managing funds, capital, and assets in cooperatives. 100% of cooperatives participating in the project comply with state regulations on setting aside mandatory funds when distributing cooperative income; and prepare accounting reports and tax reports in full accordance with current laws...

At the conference, the delegates discussed the current situation, advantages and difficulties in implementing the Project. Some contents in the process of purchasing machinery and equipment require financial resources and site preparation by cooperatives, making the implementation progress slower than planned. Some start-up cooperative models are still confused in the process of implementing support contents. The control activities of cooperatives still have many limitations; the role of control has not been clearly shown in the activities of the unit... However, with the obvious results, the delegates agreed to propose that the province continue to implement the Project and promptly remove difficulties and obstacles to better promote support policies.

Speaking at the conference, Vice Chairman Phan The Tuan praised the efforts of the Provincial Cooperative Union, departments, branches, localities and cooperatives that have actively organized and participated in the Project, proactively changed thinking, applied science and technology, improved management, production and business efficiency, created income and jobs for cooperative members and people, contributing to promoting the socio- economic development of the province.

To continue meeting the development requirements of the collective economic sector in the context of integration, he suggested that the Provincial Cooperative Union should continue to support cooperatives in applying technology and digital transformation in management, production and business activities. Do a good job of advising, proposing support programs and projects, removing difficulties, promoting effective development of cooperatives. Strengthen training and coaching on cooperative management, accounting, auditing; replicate typical cooperative models; promote trade promotion of agricultural products and standardize production processes towards sustainability.

Departments, branches and local authorities continue to advise on the effective implementation of the Law on Cooperatives. Proactively allocate resources from the budget and integrate other programs to continue supporting cooperatives, prioritizing support and building new cooperative models. Strengthen inspection and evaluation work, promptly support cooperatives in removing difficulties in the process of implementing new tasks; promptly detect and handle cooperatives that do not comply with legal regulations and engage in unfair competition.

For cooperatives, it is necessary to proactively innovate management thinking, increase the application of 4.0 technology and digital transformation in all activities; financial transparency, fully implement accounting regimes, reporting regimes and financial obligations to the state as prescribed. Actively seek markets, improve branding capacity, develop products according to high quality standards, aiming to export to global markets.
