Bac Ninh ranks 4th out of 63 provinces, cities for governance and public administration performance

(BNP) – In the morning of April 4th, Center for Community Support Development Studies (CECODES) coordinated with Centre for Research and Training of the Viet Nam Fatherland Front (VFF-CRT), United Nations Development Program (UNDP) in Viet Nam and Real Time Agency (RTA) to held an announcement ceremony of Vietnam Governance and Public Administration Performance Index (PAPI) in 2017. According to result of PAPI 2017, Bac Ninh province reached 39.20 points (increased by 1.17 points compared with 2016) ranking the 4th out of 63 provinces and cities nationwide.

The result of PAPI 2017 acknowledged improvements in 5 among 6 content indexes including "Transparency", "Vertical Accountability," "Control of Corruption in the Public sector", "Public Administrative Procedures" and "Public Service Delivery". Particularly, the index of "Participation of the people at local level” slightly decreased compared with 2016. In particular, the index of "Control of corruption” increased from 5.8 points (in 2016) to 6.15 points (in 2017).

Comparing between 2016 and 2017, 11 provinces including Bac Ninh, Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Ha Tinh, Quang Binh, Binh Dinh, Ben Tre and Can Tho continued to keep the status of 2016; Bac Giang, Phu Tho, Da Nang and Dong Thap provinces joined in the high average group.

According to PAPI 2017 result, with 6/6 content indexes in group of the best performers and the high average, Bac Ninh continued to be among the best performers group, achieving 39.20 points, up 1.16 points, increasing by 4 ranks in comparison with 2016 and ranking the 4th among 63 provinces and cities.

Participation of the people at local level reached 6.39 points (down 0.33 points), ranking the 2nd out of 63 (unchanged)
 
Transparency achieved 6.29 points (down 0.2 points), ranking the 6th out of 63 (down 5 ranks)
Vertical Accountability attained 5.09 points (up 0.46 points), ranking the 30th out of 63 (up 15 ranks)
Control of Corruption in the Public sector reached 6.34 points ( up 0.62 points), ranking the 27th out of 63 (up 11 ranks)
Public Administrative Procedures attained 7.34 points (up 0.3 points), ranking the 14th out of 63 (up 24 ranks)
Public Service Delivery achieved 7.75 points (up 0.32 points), ranking the 2nd out of 63 (up 6 ranks)
