(BNP) - On November 26, Mr. Vuong Quoc Tuan, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee worked with Bac Ninh city on handling cases of unauthorized land allocation, encroachment, arbitrary conversion of land use purposes, and implementation of residential and service land projects in the city in accordance with the Provincial Conclusions 739-KL/TU and 740-KL/TU.

Attending the meeting were Mr. Ta Dang Doan, Member of the Provincial Party Standing Committee, Secretary of the Bac Ninh City Party Committee, and leaders of a number of departments, branches and Bac Ninh city.

In the past time, Bac Ninh city has focused on directing and organizing the full implementation of the contents of Conclusion 739 to ensure strict compliance with regulations and progress. In the city, there were 5,149 cases of unauthorized land allocation, encroachment of land, and arbitrary conversion of land use purposes with a total area of ​​87.71 hectares; 39/53 eligible land registration dossiers were approved. After land users fulfilled their financial obligations as prescribed, the City People's Committee signed and issued 22 Certificates of Rights for the cases; administrative violations were handled in 09 cases of unauthorized land allocation and encroachment of land from July 1, 2014 to present.

Regarding the implementation of Conclusion 740, there are 49 residential service land projects in the city; of which, 47 projects were decided by the Provincial People's Committee to allocate land with 9,474 lots with a total area of ​​229.6 hectares. The Bac Ninh City People's Committee has approved 8,805 land lots, reaching 92.9%, has allocated 6,647 lots, and granted certificates to 6,608 lots.

At the meeting, leaders of the Departments and branches focused on removing difficulties in implementing Conclusions 739 and 740 in Bac Ninh city on: regulations on coordination in handling administrative procedures on land registration; cadastral mapping; land price list; instructions on determining financial obligations in cases of land allocation without proper authority; site clearance for residential service projects; subjects, lot drawing, etc.

Concluding the meeting, Chairman Vuong Quoc Tuan acknowledged and highly appreciated the methodical, scientific and effective way of doing things of Bac Ninh city. At the same time, he requested that Bac Ninh city be more determined and drastic in implementing Conclusions 739 and 740 according to the set schedule, ensuring harmony between the practical interests of the people and not losing the State budget.

The Chairman assigned the Department of Natural Resources and Environment to report on the Coordination Regulations in implementing land regulations at the regular December meeting of the Provincial People's Committee. Districts, towns and cities must summarize the areas that must be surveyed and cadastral maps adjusted by December 7 at the latest so that the Department of Natural Resources and Environment can summarize and advise the Provincial People's Committee, he added.

The Chairman further assigned the Department of Natural Resources and Environment's Mapping Center to conduct surveying and map correction to complete in the first quarter of 2025; the Department of Natural Resources and Environment advised the Provincial People's Committee to issue a land price list in the first quarter of 2025 to ensure that it is realistic and easy to apply.

The Chairman requested that the Department of Justice preside over, review, and advise the Provincial People's Committee, based on new regulations, to decentralize the tasks of surveying and mapping to districts, towns, and cities, as well as implement the surveying budget; and the Department of Finance preside over, advise on land classification, and financial obligations to report at the Chairman's meeting.
