Attending the Congress were Mr. Nong Shengwen, Standing Member of the Party Committee of the Guangxi Zhuang Autonomous Region, Secretary of the Nanning Municipal Party Committee; Mr. Do Nam Trung, Consul General of Vietnam in Nanning, China.

With the theme "Sharing opportunities for cooperation and development of cross-border industries, towards the bright future of China-Vietnam friendship relation", the Congress was organized by the People's Government of Nanning City. This is an opportunity for representatives of Nanning city and delegations from Vietnam to introduce, exchange their experiences and views on urban development, friendly city exchanges, cross-border industrial investment cooperation between China and Vietnam, thereby, promoting bilateral and multilateral cooperation.

Speaking at the Congress, Vice Chairman Ngo Tan Phuong provided general information about the outstanding socio-economic development of Bac Ninh province in recent times, he said that with its favorable geo-economic, political location and attractive preferential investment policies, up to now, Bac Ninh has become a bright spot in foreign investment attraction with nearly 2,000 valid FDI projects totaling registered investment capital of about USD 24,4 billion from 39 countries and territories... Of which, China has 444 projects with a total capital of USD 950 million. Currently, more than 10,000 Chinese people are living and working in Bac Ninh province. The Chinese community in the province has brought a fresh look, gradually connected and actively contributed to the province's socio-economic development.

Besides economic cooperation, Bac Ninh province also pays great attention to promoting local cooperation with Chinese partners. Vice Chairman of the Provincial People's Committee said that in 2010, Bac Ninh city and Bac Ninh province signed a cooperation document with Laibin city, China. In December 2022, Bac Ninh city and Bac Ninh province along with Nanning city, Guangxi Zhuang autonomous region signed a Letter of Intent on establishing friendly city relations. Since then, the two sides had activities to promote cooperation in many fields of culture, economics and society.

Mr. Phuong believed that the establishment of friendly city relations between Bac Ninh city and Nam Ninh city and establishment of a cooperation discussion mechanism between Bac Ninh province and Nam Ninh city would be important activities, opening up opportunities for cooperation in all potential fields such as economics, culture, and society between the two sides, contributing to the relationship promotion between Vietnam and China. At the same time, he hoped that more investors from Nan Ninh in particular and China in general would come to explore investment opportunities in Bac Ninh province.

Within the framework of the Congress, the People's Committee of Bac Ninh province and the People's Government of Nanning city as well as Guangxi Zhuang Autonomous Region signed a Memorandum of Understanding on establishing a governmental cooperation discussion mechanism.

Accordingly, the People's Committee of Bac Ninh province creates favorable conditions for delegations of Party Committee leaders and authorities of Nam Ninh city to visit and work with leaders of Bac Ninh city and other agencies and localities of Bac Ninh province as request of Nanning city; The Nanning city government supports the arrangements for the delegations of Bac Ninh province’s leaders to visit and work with leaders of the Guangxi Zhuang Autonomous Region and Nanning city at the request of Bac Ninh province.

The two sides cooperate to develop human resources through short-term training; providing scholarships to students, supporting school construction; cooperating in vocational training and providing high-quality human resources to attract investment; organizing youth exchanges. Furthermore, both sides strengthen trade cooperation to increase trade between Vietnam and China; share information about industrial parks and import-export policies of each side; create conditions for businesses from both sides to explore investment and trade cooperation opportunities, support businesses to deploy cross-border trade investment, and jointly provide high-quality services to businesses from both sides in accordance with the laws of each country...
